The Economic Community of West African States (ECOWAS) represented by the ECOWAS Commission intends to carry out a consultancy for the feasibility study on the ECOWAS Education Agency.
- Overall objective of the consultancy is to carry out a feasibility study on the most cost effective ways of establishing and running the ECOWAS Education Agency in an efficient and sustainable manner.
- Duties and responsibilities of the consultants:
- Prepare a status report on the policies, strategies and practices in each Member States with particular emphasis on:
- The structure of the education systems in each Member State;
- Data on the number of institutions at the different levels (Basic, Secondary, TVET, Teacher Training and University);
- List of accredited institutions in each country (Private and public)
- Orientation and broad analysis of the curriculum/content of the different levels of education (Basic, Secondary, Intermediate – TVET, Teacher Training and Tertiary) in each Member State;
- Orientation and assessment methods at the different levels of education (Basic, Secondary, Intermediate – TVET, Teacher Training etc.; and Tertiary) in each Member States;
- Analysis of the education systems of Member States in terms of the entry requirement, duration, content and assessment methods of the different levels of education.
- Propose a legal and institutional Framework for the Agency either as an autonomous institution on under the supervision of the Commissioner Education, Science and Culture.
- Propose requirements for the take-off of the Agency with particular emphasis on infrastructure, equipment, and Organogram/governance structure);
- Propose a mechanism for the take-off and sustainability of the agency;
- Propose a budget for the take-off of the Agency and;
- Make recommendations for resource mobilization
- Propose a roadmap for the establishment of the Agency.
- The qualifications of the Consultants should include, among others
- The technical nature of the assignment requires very skilled consultants with at least a Master’s Degree with good knowledge and experience on Educational Administration. A PhD in the relevant field will be of added advantage.
- The Consultants should possess teaching experience of at least 10 years in the University/Higher Institution or related Accreditation and Evaluation Agency or Institution.
- At least one of the two consultants to be recruited should be bilingual (Preferably English and French. Knowledge of Portuguese will be an added advantage).
- The ECOWAS Commission now invites eligible Consultants (Individual) to indicate their interests in providing these services. The interested Consultants must provide all information supporting their qualification to perform the services (Kindly attach detailed Curriculum Vitae that highlights the following: Curriculum and Certificates; Past Experiences of similar jobs over the past ten (10) years; Computer knowledge; knowledge of the area; language and any other information useful for the accomplishment of this project). Please note that if individual consultants are proposed by firms, only the experience and qualifications of the individuals shall be used in the selection process, their corporate experience shall not be taken into account, and the contract, if given, will be signed with the proposed individual.
- The selection will be done on the basis of a comparison of curricula vitae and interviews and the selected Consultant will be invited for negotiation prior to the conclusion and signing of the Contract Agreement.
