  1. The Economic Community of West African States (ECOWAS) has received a grant from the World Bank toward the ECOWAS Regional Electricity Access Project (ECOWAS – REAP), and intends to apply part of the proceeds for the Selection of a Senior Project Assistant for the Regional Coordination Unit (RCU).
  2. The Project Development Objective (PDO) is to increase grid electricity access in ECOWAS region. In its Phase 1, the project will finance the strengthening and extension of the distribution network (MV and LV) in three West African countries, namely Guinea Bissau, Mali and The Gambia and to enable cross-border electrification in those countries.
  3. The Consultant services (“the Services”) include the following as shown below and the duration of the contract shall be Two (02) years with a probation period of one (1) year renewable subject to satisfactory performance. The total duration of the contract is expected to exceed the 2-year period depending on the project needs. During the services the Assistant is expected to be available in the ECOWAS’s office in Abuja full time.
  4. The overall responsibility of the Senior Project Assistant will be to provide management, administrative and secretarial assistance for the ECOWAS-REAP project. The Senior Project Assistant will carry out all administrative and secretarial tasks assigned to him/her. In particular, he/she will perform the following tasks:
  • Liaise between the RCU and the other internal and external partners involved in the implementation of the project;
    • Organize the agenda of the Coordinator of the RCU with a view to optimizing his time and the efficiency of his actions;
    • Ensure standard secretarial work (reception and information for visitors, administrative writing, management of incoming / outgoing mail, physical and digital archiving of mail and project documents, management of equipment, office furniture and fuel allocations, mailing services, etc.) and all other project tasks that the hierarchy will entrust to it;
  • Support the drafting of minutes of meetings and workshops at the request of the RCU Coordinator;
  • Ensure the translation of documents and interpretation for certain participants during workshops and meetings;
  • Support the preparation and organization of the missions of the RCU (transmission of documents to the PIUs for information; monitoring of the processing of the mission files by the services of the ECOWAS Commission; hotel reservations and other facilitation);
    • Support the preparation and organization of meetings, workshops and other events of the RCU (preparation and transmission of letters of invitation to participants, monitoring of the processing of files for meetings / workshops / seminars by the services of the ECOWAS Commission, reception and support to the delegates of the beneficiary countries of the project and to the other participants in accommodation, travel and the collection of their care costs; preparation and installation of logistics, etc.);
  • Ensure the communication interface with the PIUs and other partners of the ECOWAS-REAP project, on the instructions of the RCU Coordinator and Consultants (transmission of telephone messages, emails, reports and other documents; etc.);
  • Create and manage social media networks for the ECOWAS-REAP project (Facebook, twitter, etc.);
  • Perform any other tasks requested by the RCU Coordinator or the Director of Energy and Mines.
  1. The ECOWAS Commission now invites eligible Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services regarding the following criteria at the next paragraph (§6).
  2. The Consultant will have to prove a professional experience including but not limited the following qualification requirements:
  • Qualification and skills

 

  • Must hold a Degree University in Public Administration, Engineering, Management, Office Secretariat or equivalent with a minimum level of 3 years Polytechnics or University studies (HND or BTS or BAC+2 or equivalent);
  • Good command of information and communication technologies and IT tools (Word, Excel, PowerPoint, Internet, etc.);
  • Excellent drafting, presentation and reporting skills, filing and management of archives;
  • High organizational skills and ability to manage priorities with discretion and diplomacy;
  • Capacity to work in a team and in a multicultural environment.
  • Experience

 

  • Have at least three (3) years of experience in a similar position or in a project management within a government, a private company, a regional or international organization;
  • Have at least on (1) previous experience in a development projects/programs financed by the World Bank or other International Banks;
  • A particular experience in the energy sector will be an advantage
  • Language requirement

 

  • Candidates must be fluent in French and English (speak and write); Knowledge of Portuguese will be an Asset.
