TITLE              : SELECTION OF TWO (2) INDIVIDUAL CONSULTANTS TO DEVELOP THE PLAN OF ACTION FOR THE ECOWAS TECHNICAL AND VOCATIONAL EDUCATION AND TRAINING (TVET) STRATEGY FOR SKILLS IMPROVEMENT AND EMPLOYABILITY (ESSTIE) AND PROJECT DOCUMENT           

The Economic Community of West African States (ECOWAS) represented by the ECOWAS Commission intends to carry out a consultancy to develop the plan of action for the ECOWAS Technical and Vocational Education and Training (TVET) strategy for skills improvement and employability (ESSTIE) and Project Document.

  1. Objectives of the consultancy are to:
  1. Develop the plan of action for implementation of each of the policy and strategic issues indicated in the ECOWAS TVET Strategy for Skills Improvement and Employability (ESSTIE);
  2. To propose other emerging issues that might have evolved after the ESSTIE document was adopted my Education Ministers in November, 2017.
  3. To develop project documents from the plan of Action.

  1. Duties and responsibilities of the consultants:
  1. The consultants shall develop a plan of action for the following policy and strategic issues highlighted in the ESSTIE document:
  1. Governance and Management;
  2. Curriculum Relevance and Employability;
  3. Coordination, Standardization and Certification of Skills under Qualifications Frameworks;
  4. Use of ICT and ODeL;
  5. Quality Provisions and Relevance to the Societal Needs;
  6. Monitoring and Evaluation;
  7. Human Resource Development;
  8. Easy access and Participation;
  9. Resource Mobilization and Sustainable Funding Mechanism;
  10. Cross-Cutting Issues (Agriculture, Environment and Climate Change, Citizenship, Democracy and Good Governance, Culture, Ethical Values and Indigenous Skills, Skills Portability, Labour Mobility and Regional Integration).
  1. Propose other emerging issues that might have evolved after the ESSTIE document was adopted my Education Ministers in November, 2017.
  2. Develop project documents from the plan of Action;
  3. Propose a budget for implementation of the Project Documents;
  4. Make proposals for sustainability of implementation of the plan of action for the ESSTIE document;
  5. Make recommendations for resource mobilization.
  6. Make proposals for domestication of the ESSTIE by Member States;
  7. Make recommendations for Monitoring and Evaluation.

 

  1. The qualifications of the Consultants should include, among others

 

  • The consultants should hold at least a Master’s Degree with good knowledge and experience on the management of TVET. A PhD in the relevant field will be of added advantage.
  • At least one of the consultants should possess teaching experience of at least 10 years in the tertiary level in TVET related fields or a TVET regulatory agency or organization.
  • At least one of the two consultants to be recruited should be bilingual (Preferably English and French. Knowledge of Portuguese will be an added advantage).

 

  1. The ECOWAS Commission now invites eligible Consultants (Individual) to indicate their interests in providing these services. The interested Consultants must provide all information supporting their qualification to perform the services (Kindly attach detailed Curriculum Vitae that highlights the following: Curriculum and Certificates; Past Experiences of similar jobs over the past ten (10) years; Computer knowledge; knowledge of the area; language and any other information useful for the accomplishment of this project). Please note that if individual consultants are proposed by firms, only the experience and qualifications of the individuals shall be used in the selection process, their corporate experience shall not be taken into account, and the contract, if given, will be signed with the proposed individual.

 

  1. The selection will be done on the basis of a comparison of curricula vitae and interviews and the selected Consultant will be invited for negotiation prior to the conclusion and signing of the Contract Agreement. (Selection method: Individual Consultant). Please note that the selected consultant will be expected to submit all required reports in English or French or Portuguese.

NB: The attention of interested Consultants is particularly drawn to Article 117 of the ECOWAS Procurement Code (“Infringements by Candidates, Bidders and Awardees”), providing information on corrupt or fraudulent practices in competing for or executing a contract.  In addition, please refer to the following specific information on conflict of interest related to this assignment as per “Article 118 of the ECOWAS Procurement Code.
