TITLE : SELECTION OF TWO (2) INDIVIDUAL CONSULTANTS ON GENDER EQUALITY IN EDUCATION IN THE ECOWAS REGION

The Economic Community of West African States (ECOWAS) represented by the ECOWAS Commission intends to carry out a consultancy on Gender Equality in Education in the ECOWAS Region.
Objectives of the ECOWAS Study on Gender Equality in Education are to:
- Produce a comparative report on mechanisms, strategies, policies, programmes and activities for promoting GENDER EQUALITY IN EDUCATION;
- Produce a comparative analysis of Gross Enrolment Ratio (GER), Gender Parity Index (GPI) at Primary and Secondary levels, Position of Gender education in the structure of education and budgetary allocation to the Education of the female Gender in the Member States;
- Identify the hindrances to achieving Gender Equality in Education in the region;
- Identify prospects for Gender Equality in Education in the region
- Make recommendations for sensitization, advocacy, capacity building and support to girls and women
- Duties and responsibilities of the consultants:
- Design a reporting template and produce a comparative report on:
- Mechanisms, strategies, policies, programmes and activities for promoting GENDER EQUALITY IN EDUCATION in the ECOWAS Member States;
- Gross Enrolment Ratio (GER), Gender Parity Index (GPI) at Primary and Secondary levels in the Member States;
- Position of Gender education in the structure of education in the Member States;
- Budgetary allocation to the Education of the female Gender in the Member States;
- Identify the hindrances to achieving Gender Equality in Education in the region.
- Enumerate the hindrances to achieving Gender Equality in Education in the region;
- Identify and chronicle prospects for Gender Equality in Education in the region;
- Highlight innovative approaches to Gender Equality in Education and approaches being adopted for sustainability;
- Conclusions and recommendations on using the regional report for sensitization, advocacy, capacity building, resource mobilization and support to the education and empowerment of girls, women and other vulnerable groups.
- The qualifications of the Consultants should include, among others
- Should hold at least a Master’s Degree with good knowledge and experience on Gender in Education issues A PhD in the relevant field will be of added advantage.
- Must possess teaching experience of teaching for at least 10 years in the relevant field or in a related Agency or Institution.
- At least one of the two consultants to be recruited should be bilingual (Preferably English and French. Knowledge of Portuguese will be an added advantage).
- The ECOWAS Commission now invites eligible Consultants (Individual) to indicate their interests in providing these services. The interested Consultants must provide all information supporting their qualification to perform the services (Kindly attach detailed Curriculum Vitae that highlights the following: Curriculum and Certificates; Past Experiences of similar jobs over the past ten (10) years; Computer knowledge; knowledge of the area; language and any other information useful for the accomplishment of this project). Please note that if individual consultants are proposed by firms, only the experience and qualifications of the individuals shall be used in the selection process, their corporate experience shall not be taken into account, and the contract, if given, will be signed with the proposed individual.
- The selection will be done on the basis of a comparison of curricula vitae and interviews and the selected Consultant will be invited for negotiation prior to the conclusion and signing of the Contract Agreement.
