Introduction
The West African Health Organization (WAHO) is the health institution of the Economic Community of West African States (ECOWAS), with mandate to ensure the attainment of the highest possible standard and protection of health for the people in the ECOWAS region. Communicable and non-communicable diseases are the leading causes of morbidity and mortality in the region; therefore, disease control and the prevention of epidemics are among the priorities of the 15 countries in the ECOWAS region and a central tenet of WAHO activities.
The World Bank has provided grant to ECOWAS for WAHO to implement Regional Disease Surveillance Systems Enhancement (REDISSE) Project.
It is against this backdrop that WAHO seeks to recruit a qualified and experienced an Environmental and social safeguard Specialist
Main Purpose of the Assignment
The Environmental and Social Safeguard Specialist is responsible for supporting country teams in the implementation of their waste management plans developed during the implementation of project activities and for preventing any negative impact this may have on the environment, and this, in accordance with the World Bank and ECOWAS’ guidelines and procedures.
Duties and Responsibilities          Â
Under the supervision of the General Coordinator of the Projects Management Unit and in close collaboration with the various Project Coordinators and Professionals at WAHO, the Environmental and Social Safeguard Specialist shall be responsible for establishing a management and monitoring system for the implementation of environmental impact management plans for the implementation of activities, in accordance with the requirements set out in the financing agreement.
The incumbent shall perform the following tasks:
- Ensure ownership of projects’ environmental and social management documents (Environmental and Social Management Code (ESMC), Repositioning Policy Codes (RPC) by the PMU Team, implementation Partners and beneficiaries of Project activities);
- Developing Terms of Reference (TORs) for project social and environmental assessment structures;
- Participate in the recruitment of qualified Consultants to carry out environmental and social studies and coordinate the implementation of the studies;
- Coordinate and monitor the implementation of the measures set out in ‘Environmental and social safeguard documents at the regional level;
- Design tools, initiate and coordinate collection of data for monitoring environmental and social safeguard measures and their integration in the monitoring and evaluation software;
- Conduct or ensure compliance with the systematic environmental and social screening of project activities in order to perform an environmental categorisation of same;
- Review and monitor environmental safeguard measures and recommendations proposed under the Environmental and Social Impact Assessment (ESIA) of development projects and environmental tools;
- Determine the study and/or audits needs that are necessary for a good environmental and social monitoring, and for developing the terms of reference for these studies and audits, and monitor the implementation and dissemination of results;
- Develop and / or monitor Environmental and Social Management Plans (ESMPs) following the completion of project ESIAs;
- Draft and / or monitor the Biomedical Waste Management Plan (BWMP) while factoring in the “One Health” approach;
- Coordinate and monitor the implementation of the measures planned as part of the process of operationalising the sustainable management of healthcare waste;
- Highlight the problems revealed by environmental and social monitoring and propose reorientation measures;
- Supervise the implementation of all recommendations relating to environmental and social safeguard aspects of project supervision missions;
- Integrate environmental and social safeguard components in project activities;
- Ensure provision of information about environmental and social impact indicators by the monitoring and evaluation officer of the Project Management Unit (PMU).

Required Qualifications, Experience and Skills:
The Environmental and social safeguard/protection Specialist must meet at least the qualifications defined below:
- At postgraduate degree in Public Health, Project Management, Engineering, Public Health Engineering or equivalent with specialisation in Environmental or Social Sciences;
- A minimum of eight (8) years of professional experience in developing the implementation or evaluation of Environmental and Social Management Codes, Repositioning Policy Codes, for Environmental Management Impact Assessment for World Bank-funded Project;
- In-depth knowledge of sub-regional and international environmental protection/safeguard regulations;
- Proficiency in the use of computer tools and the usual software and browsers (Word, Excel, Explorer, Outlook …);
- Sound knowledge of environmental and social safeguard policies of international financial institutions, in particular the World Bank;
- Knowledge of environmental and social safeguard policies of selected projects being implemented in ECOWAS Member States would be an asset;
- Must be fluent in English which is the working knowledge of World Bank. A working knowledge of any of the other languages (French and Portuguese) would be an advantage.
Duration, Duty Station and Nature of Appointment
This is a World Bank- funded Consultancy position under WAHO’s PMU. The Environmental and social safeguard Specialist will be appointed for a period of one (1) year subject to three (3) months’ probation. The contract may be renewed annually depending on regular performance reviews and availability of funds. Attractive consolidated remuneration package.
The Environmental and social safeguard Specialist will be based at WAHO Headquarters in Bobo- Dioulasso, Burkina Faso. He or She will travel across the ECOWAS region as required;
