Supply, delivery as well as, installation and testing where applicable of IT equipment and software for the establishment of a digital forensic laboratory in Liberia

Invitation for Bids

ICB No: 01/ECW-ADM-DITS/2021 November 1, 2021

1. The Economic Community of West African States (ECOWAS) Commission within the framework of the execution of its 2021 budget intends to apply a portion of the budgeted funds to eligible payments under the contract for the Supply, Delivery as well as, Installation and Testing Where Applicable of IT Equipment and Software for the Establishment of a Digital Forensic Laboratory in Liberia.

2. The ECOWAS Commission, therefore, invites sealed bids for the supply of aforementioned Equipment in one (1) lot (Quantities and Specifications stated in the bidding document).

 

3. The Bidding Document is only obtainable at the Procurement Division, Directorate of General Administration, ECOWAS Commission, Plot 101, Yakubu Gowon Crescent, Asokoro District, Abuja, Nigeria, upon submission of a written request and payment of One hundred US Dollars (US$100) only by Cash or Bank draft made in favour of ECOWAS Commission, Abuja.

 

For Bidders outside Nigeria, the Bidding Document can be mailed to interested Bidders upon payment (by Transfer) of non-refundable fee of US Dollars (US$100) only to ECOWAS Commission (transfer charges born by the bidder). (Account Details available on request.)

 

4. Interested Bidders may obtain further information at the address below, during office hours: Monday to Friday from 00am to 4.00pm (GMT+1), Nigeria Time, ECOWAS Commission, Directorate of General Administration, Procurement Division, First (1^st) Floor, Plot 101, Yakubu Gowon Crescent, Asokoro District, PMB 401 Abuja Nigeria. 5. Bids SHALL be valid for a period of 120 days after Bid Opening and must be accompanied by a Bid Security (ORIGINAL Bank Guarantee) of the sum of Four thousand US Dollars (US$4 000) or its equivalent in one of the currencies of one of the ECOWAS Member countries; The Bid Security (ies) SHALL REMAIN VALID for 148 Days from the deadline of Bid submission.

 

 

6. Bids (1 original and 3 Copies) SHALL be delivered in a sealed envelope clearly marked ‘’International Competitive Bidding for the Supply, Delivery as well as, Installation and Testing Where Applicable of IT Equipment and Software for the Establishment of a Digital Forensic Laboratory in Liberia” Do Not Open, Except in Presence of the OPENING COMMITTEE. The envelope SHALL also indicate the bidder’s name.
7. Bids SHALL be deposited in the ECOWAS Tender Box located at General Administration, Procurement Division Office, 1st Floor ECOWAS Commission, 101 Yakubu Gowon Crescent, Asokoro District, PMB 401, Abuja, Nigeria on or before December 13, 2021,

at 11 .00 am (GMT + 1), Nigeria Time.

8. Bids will be opened the same day in the presence (face to face or video conference based on the prevailing situation) of the bidders who wish to attend at 11.30 am, (GMT + 1), Nigeria Time, Room 523, ECOWAS Commission, Abuja, Nigeria.
