- The Republics of Côte d’Ivoire, Mali and Niger have received financing from the World Bank toward the cost of the regional Electricity Access and Battery Energy Storage Technology project (BEST), and intends to apply part of the proceeds toward payments under the Contracts for Design, Supply and Installation of Battery Energy Storage Technology in Côte d’Ivoire, Mali and Niger. For these contracts, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
- The Client now invites sealed Bids from eligible Bidders for the realization of the Design, Supply and Installation of Battery Energy Storage Technology in Côte d’Ivoire, Mali and Niger, divided into three (3) lots and including, for information purposes, the following descriptions:
The services covered by this Request for Bids (RFB) consist of three (3) separate lots distributed as follows:
- Lot 1: Design, Supply and Installation of Battery Energy Storage in Côte d’Ivoire
The sites to be considered for the installation of batteries in Côte d’Ivoire, concern the substations of Korhogo, Boundiali and Odienné. The planned battery capacities are as follows:
- Substation of Korhogo (50 MWh) ;
- Substation of Odienné (35 MWh) ;
- Substation of Boundiali (20 MWh) ;
The works include all the equipment necessary to connect the batteries to the set of High Voltage bars as well as all the control and communication equipment necessary to ensure synchronous operation of the battery power system.
The period of execution of all the services for this lot 1 is Twenty-One (21) months from the date of entry into force of the contract.
- Lot 2: Design, Supply and Installation of Battery Energy Storage in Mali
The site to be considered for the installation of batteries in Mali, concerns the Sirakoro substation located on the southern loop of Bamako. The capacity of the planned batteries is 80 MWh.
The works include all the equipment necessary to connect the batteries to the set of High Voltage bars as well as all the control and communication equipment necessary to ensure synchronous operation of the battery power system.
The period of execution of all the services for this lot 2 is Eighteen (18) months from the date of entry into force of the contract.
- Lot 3: Design, Supply and Installation of Battery Energy Storage in Niger
The site to be considered for the installation of the batteries in Niger, concerns the Gorou Banda substation located on the southern loop of Gorou Banda. The capacity of the planned batteries is 20 MWh.
The works include all the equipment necessary to connect the batteries to the set of High Voltage bars as well as all the control and communication equipment necessary to ensure synchronous operation of the battery power system.
The period of execution of all the services for this lot 3 is Fifteen (15) months from the date of entry into force of the contract.
- A Bidder may submit a tender for one or more lots, as specified in the Bidding Document. A Bidder wishing to offer a discount in the event that several contracts are awarded to him, will be authorized to do so, but he must indicate these discounts in the Submission Form (Letter of Bid).
- Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition November 2020. (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

- Bids must be delivered electronically following the procedure detailed at ITB 23.1 of the bidding document Section II no later than October 21, 2022 at 10:00 GMT. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend this session. The link to the opening session will be sent by email to Bidders after submitting their bid.
- All Bids must be accompanied by a Bid Security for an amount of:
- Lot 1 (Côte d’Ivoire): One Million Four Hundred Thousand Dollars US ($US 1.400.000)
- Lot 2 (Mali): One Million Dollars US ($US 1.000.000)
- Lot 3 (Niger): Thee Hundred Thousand Dollars US ($US 300.000)
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
