CONTRACT SPECIFICATION

5. Nature of contract

ECOWAS will sign a Framework Contract with a Firm for the Completion of SAP Implementation. The Specific Contracts for this assignment will be fee-based.

 

6. Contract description

In September 2014, ECOWAS embarked on the implementation of an Enterprise Information System (EIS) in all its Community Institutions, Agencies and Offices. Consequently SAP has been implemented and has been operational since 23rd of February 2015 for what has been defined as Wave I (FICO, GM/FM, and MM). Meanwhile steps have been take to establish comprehensive Blueprint documents for the implementation of Wave II (HCM, Travel Management).

After the implementation of Wave I, some deficiencies have been observed by users in the execution of their duties and subsequently a Quality Assurance exercise commissioned by ECOWAS revealed in its report substantial weaknesses in Wave I. In the same time, the implementation of Wave II was delayed due to issues raised by the QA Report and the need expressed by ECOWAS Management to fix Wave I before completing Wave II.

Henceforth there is a need to get a set of competent experts to fix deficiencies in Wave I implementation and complete the implementation of Wave II.
