The Economic Community of West African States (ECOWAS) represented by the ECOWAS Commission intends to carry out a feasibility study for the creation of the West African Academy of Sciences (WAAS).
- The overall objective of the consultancy is to provide ECOWAS, particularly the Department of Education, Science and Culture with a report presenting the conditions for the creation of the West African Academy of Sciences (WAAS), its operation and its financing. This report will present the mechanisms, the conditions and the means (Human, Technical and Financial) for the setting up of this Academy. The existence of this regional academy should help to play a valuation and advisory role to the governments in decision-making on strategic scientific and technological choices
- Duties and responsibilities of the consultants:
- To collect information on the existing Academies of Sciences in West Africa, Africa and the world;
- Propose a legal, regulatory, institutional, infrastructural framework of the new West African Academy of Sciences;
- Propose a draft statute and internal regulations of the West African Academy of Sciences presenting the mission, the different organs, the roles and functions and the qualities of the members, the composition;
- Propose the strategy as well as an action plan for the creation of the West African Academy of Sciences;
- Propose a list of partners at regional and international levels;
- Estimate the cost of the overall project on the process of creating the West African Academy of Sciences and its operation for five (05) years;
- Use all reliable sources (reports from other organizations) to finalize the regional report.
- Organize and plan activities related to the creation project of the West African Academy of Sciences;
- Present the consolidated draft report to the Education, Science and Culture Department for internal validation;
- Participate in the validation of the final report by the country experts
- The qualifications of the Consultants should include, among others;
The achievement of the study calls for a team of two (02) independent consultants composed of a Francophone and an Anglophone with skills and proven experience in animation and participation in Academy of Science activities at country and international levels. Due to its peculiar nature, which relates to the establishment of an Academy of Sciences, the Consultants must:
- Be members of a National or African or World Academy;
- Be full Professors in one of the scientific disciplines of Life and Earth Sciences as well as Basic Sciences and Innovations;
- Have at least (10) years of experience in participating in the activities of National or African Academies of Sciences or Networks of Academies of Sciences or World Academies of Sciences;
- Have a good knowledge of the procedures of International Organizations.
- The ECOWAS Commission now invites eligible Consultants (Individual) to indicate their interests in providing these services. The interested Consultants must provide all information supporting their qualification to perform the services (Kindly attach detailed Curriculum Vitae that highlights the following: Curriculum and Certificates; Past Experiences of similar jobs over the past ten (10) years; Computer knowledge; knowledge of the area; language and any other information useful for the accomplishment of this project). Please note that if individual consultants are proposed by firms, only the experience and qualifications of the individuals shall be used in the selection process, their corporate experience shall not be taken into account, and the contract, if given, will be signed with the proposed individual.
- The selection will be done on the basis of a comparison of curricula vitae and interviews and the selected Consultant will be invited for negotiation prior to the conclusion and signing of the Contract Agreement.
