The Commission of the Economic Community of West African States (ECOWAS Commission) has received a grant from the World Bank to implement the Project, “Harmonizing and Improving Statistics in West Africa” (HISWA), and intends to apply part of the proceeds for the Selection of Individual Consultant as Project Manager (PM).
The consulting services (“the Services”) include the followings as shown below and the duration of the contract shall be for an initial period of two (2) years renewable based on satisfactory performance. The consultant is expected to be available in the ECOWAS’s office in Abuja full time. Activities to be performed by the Project Manager include but are not limited to the following:
- Provide technical, administrative and management aspects of the project by overseeing the day-to-day activities related to the management and implementation of the Project Appraisal Document (PAD) including Planning, Monitoring and Evaluation, Reporting, Procurement process, financial management reporting and Project Progress Report to Donors;
- Be responsible for the technical coordination of the project activities with participating countries;
- Prepare ECOWAS annual work plan and reports for the Steering Committee;
- Provide decision makers with sufficient information necessary to make informed judgment regarding the performance and evaluation of the project;
- Assist in the recruitment of project consultants;
- Leading the Development of regional adapted harmonized statistical methodology documents and guides
- Performing data quality and consistency control on statistics;
- Advising ECOWAS Member States on statistical harmonization issues;
- Organize the development of regional frameworks aimed at achieving data comparability in the region;
- Lay down and maintain the norms and standards in the field of statistics, involving concepts and definitions, methodology of data collection, processing of data and dissemination of results;
- Assist in capacity building of Regional Statistical System and mobilization of technical resources;
- Any other responsibility that may be assigned to him/her by his/her supervisors.
The ECOWAS Commission now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follow:
Qualification and Skills
- Must hold a minimum of Master degree (or equivalent) in Statistics, Economics or related field of study from a recognized University;
- The position requires proven communication skills, mediation and dispute resolution between stakeholders, contractors, donors and equipment suppliers in different Cultural environments, preferably with experience of low-income countries (fragile States).
Experience
- Seven (7) years of professional experience with a minimum of (5) five years at supervisory level in a Statistical Service;
- Proven experience and technical ability to manage a project and demonstrated ability in team management and collaboration;
- Have strong technical skills on the development of macroeconomic aggregates and indicators;
- Have a very good knowledge of the National Accounting System and prices;
- Have a good knowledge of national statistical systems and Regional Statistical Systems;
- Strong understanding of statistical harmonization methodologies in price statistics, National account and the ability to compile regional statistical aggregates;
- ability to apply statistical methods to the collection and management of information;
- Good skills in IT and computer use and statistical software.
Language
Candidates must speak and write fluent French and English; and have excellent written, presentation and reporting skill. Knowledge of Portuguese will be a plus.
The attention of interested Consultants is drawn to paragraph 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Project Financing – Goods, Works, Non-Consulting and Consulting Services, July 2016, setting forth the World Bank’s policy on conflict of interest in Consulting Services.
A Consultant will be selected in accordance with the Selection of Individual Consultant set out in the Consultant Guidelines.
