Selection of an Individual Consultant to Serve as a Programme Officer, Finance for the ECOWAS Regional Stabilization and Development Project

The Economic Community of West African States (ECOWAS) has, in cooperation with the German Ministry of Economic Cooperation, set up a Regional Stabilisation and Development Project, to address the economic stabilisation needs in the immediate term (2019 – 2021) of post-Conflict countries and post-Ebola countries as well as other fragile countries.
- In the framework of the execution of the 2020 Budget, the ECOWAS intends to apply a portion of its budgeted counterpart funds for the Selection of an Individual Consultant to Serve as a Programme Officer, Finance for the ECOWAS Regional Stabilization and Development Project.
- The broadly defined objective of the planned Fund is to promote stability and sustainable development in ECOWAS member states, through the creation of new employment and income opportunities, especially for the youth. This empowerment of the youth will be achieved by (i) financing basic infrastructure and equipment along selected value chains; and (ii) promoting skills development and capacity building. These measures will improve the immediate development prospects of the youth and hence also contribute to tackling the causes of irregular migration.
- The consulting services (“the Services”) include the followings as shown below and the duration of the contract shall be for a maximum period of one (1) year renewable based on satisfactory appraisal. Duties and responsibilities of the consultants:
Role Overview
The Consultant will provide support to the Project Manager, to ensure that the efficient day-to-day finance-related functions of the Project Implementation Unit (PIU) are maintained. He/She will also support the overall work of the Project Manager, as may be required.
Role and Responsibilities
- Liaise and follow up correspondence with other directorates of the Commission, especially the core directorates relevant to the Regional Stabilisation Project;
- Assist with managing, organising and overseeing the financial functions of the PIU;
- Monitor the implementation projects in adherence with defined financial rules and assist in the management of financial records;
- Prepare the annual budget and periodic financial reports of the PIU;
- Analyse financial reports and provide advice to the Project Steering Committee, for decision making.
- Ensure, under the supervision of the Project Manager, that the financial management and accounting system are in line with ECOWAS requirements and the financial manual of the PIU;
- Support the Project Manager, in the administration of the disbursement system, (e.g. ensure liquidity, execute disbursements);
- Provide organizational support to the auditors, during audit exercises of the Project;
- Provide support to the development and implementation of a monitoring and evaluation system;
- Liaise with Project Implementation Agencies in Member-States for the preparation of consolidated financial reports and Perform any other tasks assigned.
- The ECOWAS Commission now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follow:
Educational Qualification
- Bachelor’s degree or equivalent in Finance, Accounting, Management, Economics or any field relevant to financial management from a recognized University.
- Specialized trainings in accounting/ financial management is desirable.
Experience
- Shall justify five (5) working years’ experience in accounting and/or financial management for International Organizations or Donors funded Projects;
- Candidate shall justify of having executed at least two (2) similar assignments (large nationals projects) organized and successfully executed in ECOWAS Member States with International Organizations or Donors funded Projects;
- Candidate shall justify at least one (1) proven working years of experience in project/programme management methods, including budget management, reporting monitoring and evaluation;
- Strong IT / Computer Skills related to Project Management, Finance and Public Accounting (MS Project, Microsoft Office suite, TOM2PRO or any other relevant Programme Management, Finance or Public Accounting Software.
Language
- The individual consultants shall be fluent (reading, writing, speaking) in one (1) of the ECOWAS Official Languages (English, French or Portuguese) and the practical knowledge (reading, writing, speaking) of an additional one would be an advantage.
NB: The attention of interested Individual consultants is particularly drawn to Article 118 of the ECOWAS Revised Procurement Code (“Infringements by Candidates, Bidders and Awardees”), providing information on corrupt or fraudulent practices in competing for or executing a contract. In addition, please refer to the following specific information on conflict of interest related to this assignment as per “Article 119 of the ECOWAS Revised Procurement Code.
- The Consultants will be selected in accordance with the Selection of Individual Consultant set out in the Consultant Guidelines. The shortlisted candidates will be interviewed for the position.
