Selection of an Individual Consultant to develop the Project Implementation Manual for the West Africa Unique Identification for Regional Integration and Inclusion (WURI)

In the framework of the execution of the 2020 Budget, The Economic Community of West African States (ECOWAS) intends to apply a portion of its budgeted counterpart funds for the Selection of an Individual Consultant to develop the Project Implementation Manual for the West Africa Unique Identification for Regional Integration and Inclusion (WURI).
2. The Program Development Objective (PrDO) is to increase the number of persons in participating countries who have government-recognized proof of unique identity that enables them to access services.
3. The consulting services (“the Services”) include the followings as shown below and the duration of the contract shall be for a maximum period of forty (40) working days. Duties and responsibilities of the consultants:
Role and Responsibilities
The Program has the following three main components, structured through country-level operations:
(i)strengthening the legal and institutional framework;(ii) establishing robust and reliable foundational ID systems; and (iii) enabling access to services through IDs.
Component
1: Strengthening the legal and institutional framework. Under this Component, the MPA will finance the preparation, development and implementation of the legal and institutional framework
necessary to structure robust, interoperable foundational ID systems across participating ECOWAS member states. Fundamentally, this Component will finance the development of a law creating a universal, foundational ID system for all persons in the territory state being uniquely identified in an unintelligible
way (i.e., the UIN is unique and random).
Component 2: Establishing robust and reliable foundational ID systems. Under this Component, the creation of foundational ID (fID) systems based on issuing UINs linked to biometric data—collected in accordance with international quality standards—will be developed. The foundational ID system will be integrated with the civil registry system to link birth certificates to UINs.
Component 3: Enabling access to services through fIDs. Under this Component, support will be given to linking the above-developed fID systems—interoperable across participating ECOWAS member states— to ongoing, national social protection programs. The focus will be on service delivery at both the national
and regional levels.
4. The ECOWAS Commission now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follow:
Educational Qualification
Have at least a Bachelor’s degree from a recognized university. Possession of a Master’s degree would
be an added advantage;
Experience
Have at least five (5) years of experience in project management;
Have prepared or reviewed/revised at least two (2) implementation manuals (as described above);
Be familiar with World Bank-financed project, including budgeting, financial management,
disbursement, procurement procedures, and monitoring and evaluation (M&E);
Be familiar with Identification, Social Protection Delivery or E-Government systems.
Other Skills
Knowledge of ECOWAS, Guinea, Côte d’Ivoire and/or other countries in sub-Saharan Africa would be an asset.
Language
Candidate must be fluent in English and French.
NB: The attention of interested Individual consultants is particularly drawn to Article 118 of the ECOWAS Revised Procurement Code (“Infringements by Candidates, Bidders and Awardees”), providing information on corrupt or fraudulent practices in competing for or executing a contract. In addition, please refer to the following specific information on conflict of interest related to this assignment as per “Article 119 of the ECOWAS Revised Procurement Code.
5. The Consultants will be selected in accordance with the Selection of Individual Consultant set out in the Consultant Guidelines. The shortlisted candidates will be interviewed for the position.
