Selection of a Power Engineer (Individual Consultant) for the Regional Coordination Unit (RCU)

The Economic Community of West African States (ECOWAS) has received a grant from the World Bank toward the ECOWAS Regional Electricity Access Project (ECOWAS – REAP), and intends to apply part of the proceeds for the selection of a Power Engineer (Individual Consultant) for the Regional Coordination Unit.
The consulting services (“the Services”) include the followings as shown below and the duration of the contract shall be for an initial period of 3 years with a probation period of 1 year renewable subject to satisfactory performance. The total duration of the contract is expected to exceed the 3 year period depending on the project needs. The consultant is expected to be available in the ECOWAS’s office in Abuja full time. In order to carry out the assignment successfully, the consultant will be required to.
a. Oversee project preparation particularly in aspects related to design of grid network and sub-stations, equipment’s specifications, and other technical aspects under the general management of the RCU Coordinator and in coordination with the Owner Engineer;
b. Provide engineering support to the RCU coordinator in project management during project preparation and construction works;
c. Reviewing all the technical documents and ensure strict control for project technical aspects;
d. Ensure the technical regional coordination of the project in connection with the Power Engineers based in the national PIU of beneficiary countries;
e. Ensuring that bidding documents and contracts include all technical issues and standards;
f. Contribute to elaborate Annual Work Plans, annual budgets, as well as the biannual and annual reports of the project;
g. Assist the PIU Coordinator in the preparation of World Bank missions of supervision and meetings of the Steering Committee;
h. Assist the PIU Coordinator in Supervising contractors’ performance in handling technical issues; provide corrective instructions as needed;
i. Other activities, as instructed by ECOWAS/Director of Energy and Mines.
The ECOWAS Commission now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follow:
Educational Qualification and skills
Must hold a Master’s Degree in Electrical Engineering, Power Engineering or Electromechanical Engineering;
Good command of information technology and communication tools;
Ability to work in a multidisciplinary team;
Experienced computer user, including excellent knowledge of Microsoft Office suite;
Excellent written, presentation and reporting skills.
Experience
Significant exposure to the electricity sector with a minimum 10 years’ professional experience in power sector particularly in the power distribution sub-sector;
Have been involved at least in two (2) large engineering projects on power grid extension/reinforcement or electrification projects HTA/BTA/BT in the last five (5) years,
Experience and understanding methodology of power system planning and analysis software as well rules for the interconnection of electricity networks,
Have a good knowledge of the issues and problems facing the energy sector in the ECOWAS region;
Language
Candidates must speak and write fluent French and English; and have excellent written, presentation and reporting skill; Knowledge of Portuguese will be a plus.
The attention of interested Consultants is drawn to paragraph 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Project Financing – Goods, Works, Non-Consulting and Consulting Services, July 2016, setting forth the World Bank’s policy on conflict of interest in Consulting Services.
A Consultant will be selected in accordance with the Selection of Individual Consultant set out in the Consultant Guidelines.
