 Background

  1. The Inter-Governmental Acton Group against Money Laundering in West Africa (GIABA) is a Specialized Institution of the Economic Community of West African States (ECOWAS) established in Year 2000 by the Authority of Heads of State and Government of ECOWAS. It is mandated to assist member States in protecting their economies and financial systems against the abusive use of the proceeds of crime for money laundering and terrorist financing purposes.
  2. In order to enhance the effectiveness of the Anti-money Laundering (AML) regimes in member States, GIABA signed on the 28th October 2015, a Financing Agreement with the European Union (EU) within the framework of the 10th EDF, for the implementation of the “Strengthening Anti-money Laundering Capacities in West Africa” Project, abbreviated as «SAMWA ». (Contract No.24594/366 844).
  3. The overall objective of the SAMWA Project is to contribute to the fight against Money Laundering (ML) in West Africa by developing the capacities of stakeholders and promoting a harmonized and coordinated approach in the fight within the West African region.
  4. The specific objective of this Project is to support GIABA and its member States in the implementation of Anti-money Laundering regimes in West Africa compliant with international standards, and to develop the capacities of Financial Intelligence Units (FIUs), Investigation Authorities, Judicial Authorities as well as Civil Society Organizations (CSOs).
