In the framework of the execution of the 2020 Budget, The Economic Community of West African States (ECOWAS) intends to apply a portion of its budgeted counterpart funds for the SELECTION OF AN INDIVIDUAL CONSULTANT/RESOURCE PERSON FOR THE CONDUCT OF A SCOPING & FEASIBILITY STUDY FOR AN ECOWAS CHILD RIGHTS OBSERVATORY.

  1. The objectives of the proposed Child Rights Observatory will include: tracking progress in the implementation of the ECOWAS Child Protection Strategic Framework by ECOWAS Member States, facilitation of tracking and reporting of the implementation of the SDG’s related to Child Rights in the West African Region by Member States; and providing comparable evidence and information to inform Dialogue and Peer-support among Policy and Decision makers and practitioners across different countries.

 

  1. The consulting services (“the Services”) include the following as shown below and as contained in the Terms of Reference (TOR). The duration of the contract shall be for a maximum of (Thirty (30) working days.

Duties and responsibilities of the Consultant will be structured around the following tasks:

Tasks and Responsibilities:

  1. Conduct a mapping and assessment of existing Information and Data Management Systems and Data Sets on the 4 Clusters of Child’s Right in the ECOWAS Child Policy and Strategic Action Plan and the 5 Key Priority Areas in the ECOWAS Child Protection Strategic Framework in the Region at Regional, National, Sub-national levels.
  2. Update data utilized in establishing baselines for the 5 Key Priority Areas in the ECOWAS Child Protection Strategic Framework in 2017;
  3. Conduct initial analysis on existing sets of indicators and provide advice on the source and nature of indicators etc.;
  4. Develop a proposal for funding and an Establishment/Inception plan for the Observatory; and
  5. Undertake Scoping missions/interfaces to ECOWAS Commission and relevant Partners in Abuja and the Regional Child Protection Working Group (RCPWG) /GRPE and other Partners based in Dakar.
  6. Present the Feasibility Report and Establishment Plan to a Validation Meeting.

 

Key Deliverables:    

  1. Report on mapping of data systems and sources etc. for the 4 Clusters in the ECOWAS Child Policy and Strategic Action Plan;
  2. Updated Baseline data on the 5 Key Priority Areas in the ECOWAS Child Protection Strategic Framework 2017;
  3. Full Scoping/ Feasibility Report and Inception/Establishment Plan for the Observatory (including initial data sets, architecture, reporting modalities etc.);
  4. Fully costed Proposal for Resource Mobilization.
  5. Power Point Presentations of all key deliverables and summaries.
  6. The Resource person shall be supervised by the Head of Division/ Human Security and Civil Society, ECOWAS Commission.

 

  1. The ECOWAS Commission now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

 

The shortlisting criteria are as follow: The study will be carried out by one consultant with the following Qualifications/Competencies

  • A Master’s degree or equivalent degree in Statistics, Development Studies, Gender Studies, Social Work, Political or Social Science, International Relations, Law, Public Administration, or a related field
  • A minimum of 10 years’ progressive experience with Child Protection Data Collection, Management, Analysis and Advocacy work.
  • Substantive knowledge and skill in Research and Development of Data Collection and Analytical Systems etc.
  • Strong Analytical, Drafting, Communication and Reporting skills.
  • Verbal and written proficiency in one of the 3 ECOWAS languages (English, French or Portuguese), competence in a second language is a distinct asset.
  • Computer Literacy and Competence in the use of Graphical Presentation software.
  • Cultural sensitivity.
  • Willingness to travel.

 

NB: The attention of interested Individual consultants is particularly drawn to Article 118 of the ECOWAS Revised Procurement Code (“Infringements by Candidates, Bidders and Awardees”), providing information on corrupt or fraudulent practices in competing for or executing a contract.  In addition, please refer to the following specific information on conflict of interest related to this assignment as per “Article 119 of the ECOWAS Revised Procurement Code.

  1. The Consultants will be selected in accordance with the Selection of Individual Consultant set out in the Consultant Guidelines.
