- The Economic Community of West African States (ECOWAS) has received a grant from the World Bank for the Regional Electricity Access and Battery Energy Storage Technology (BEST) Project; and intends to use part of the funds for the recruitment of a Junior Electrician Professional within the Regional Coordination Unit (RCU).
- The development objective of the project is to increase access to the electricity grid and improve capacity to ensure synchronous operation of the electricity system in the ECOWAS region.
- In Phase 1, the ECOWAS Regional Electricity Access Project, finances the strengthening and extension of the distribution network (MV and LV) in three West African countries, namely The Gambia, Guinea Bissau and Mali and will enable cross-border electrification in these countries.
- As for this phase, known as ‘BEST’, it will finance electrification works in Mauritania, Niger and Senegal. And in Côte d’Ivoire, Mali and Niger, the proposed project will finance battery energy storage technology equipment to support the synchronization of the electricity system and foster the regional energy market. In addition, the proposed project aims to build the regional institution ERERA.
- The Consultant’s Services (“the Services”) include the following as set out below and the duration of the Contract will be one (1) year renewable subject to satisfactory performance over the expected duration of the Project for approximately five (5) years. During the services, the consultant should be available to work full-time and based in Abuja at the ECOWAS Commission.
- The overall responsibility of the Junior Electrician Professional of the project will be:
- Assist in the definition, drafting and implementation of policy and strategy documents for governance strengthening in the energy sector;
- Provide technical support in the identification, formulation and preparation of technical projects and programs for access to electricity and alternative energies;
- Contribute to the preparation and implementation activities of the Regional Project for the Electrification of 20,000 Villages in the ECOWAS Area (PRODEL20000);
- Assist the Management in the supervision of the ECOWAS Regional Electricity Access Project (ECOWAS-REAP);
- Assist the Management in the preparation and supervision of the Regional Project for Access to Electricity and Energy Storage Technologies by Batteries (BEST);
- Assist in the monitoring of the implementation of priority projects of the ECOWAS Master Plan for the Development of Regional Means of Production and Transmission of Electrical Energy implemented by the WAPP;
- Examine all technical documents and make draft technical opinions of the electricity components of projects conducted within the ECOWAS Commission (options and choice of power supply, configuration of electrical system, electrical rehabilitation etc.);
- Contribute to the preparation of tender documents initiated by the Management by ensuring that they include all the necessary technical issues and standards, participate in the selection and analysis process of tenders;
- Assist the Management in overseeing the management and updating of the ECOWAS Energy Information System (WAEIS);
- Contribute to the preparation of draft documents to be submitted to the Director (annual work plans, annual budgets, as well as semi-annual and annual reports of the Directorate, etc.);
- Participate as necessary in sectoral meetings in countries and represent the Directorate of Energy and Mines at regional and international meetings on energy-related issues;
- Carry out all other activities, on the instructions of the ECOWAS Director of Energy and Mines.

- The ECOWAS Commission invites eligible consultants to express their interest in providing the services of Junior Electrician Professional of the project. Interested consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the services according to the following criteria:
- Must hold at least a degree in Works Engineering, a Professional License or equivalent in one of the following specialties: electrical engineering, energy engineering, electromechanical engineering.
- Possess a specific qualification in the renewable energy sector (off-grid photovoltaic system, hybrid, autonomous, etc.) will be an asset;
- At least 01 years of professional experience in the electricity sector particularly in the planning and distribution of electricity, in rural electrification, in access to energy services, renewable energy and energy transition within a public body, an electricity company, a design office;
- Be familiar with electrical planning and sizing methodologies as well as the basic standards of electrical equipment and systems;
- Excellent preparation, drafting and reporting skills;
- Ability to work in a multidisciplinary team;
- Have a good practice of Microsoft Office suite (Word, Excel, Power point);
- Knowledge of electrical sizing and calculation software as well as solar sizing will be an asset;
- Must be fluent in French. Knowledge of a second ECOWAS language will be an asset.
- An applicant will be selected in accordance with the selection of individual consultants set out in the World Bank Government Procurement Regulations for IPF Borrowers (4th Edition November 2020).
