Recruitment of an individual consultant to develop a regional guide on adolescent sexual and reproductive health and rights in the ECOWAS region
The West African Health Organisation (WAHO) has received funding from the Kingdom of the Netherlands for the implementation of “Sexual and Reproductive Health of Adolescents and Young People (SRHAY) project in ECOWAS” and intends to use part of the funds from to finance the following contract: recruitment of an individual consultant to develop a regional guide on adolescent sexual and reproductive health and rights in the ECOWAS Region.
The purpose of the mission is to develop a Regional Guide on Sexual and Reproductive Health and Rights, with a focus on adolescents in the ECOWAS region. This will entail supervising the local consultants who will be responsible for drawing up an inventory of national documents for 5 English-speaking and 2 Portuguese-speaking countries and for summarising the inventory, which has already been drawn up for the 8 French-speaking countries.
Specifically, the consultant will be tasked with:
Conduct a basic analysis through a preliminary international literature review and propose tools and methodology for data collection as part of this mission;
Finalize the validated tools;
Support national consultants in situation analysis and validate their reports;
Write a final report which will be submitted to WAHO including the results obtained in the 7 countries involved;
Draft the guide which will be shared with WAHO for comments and finalized taking into account WAHO’s comments;
Prepare and facilitate a regional workshop to validate the guidelines with the countries involved and all key regional stakeholders;
Finalize and submit a final version of the guidelines to WAHO after taking into account the various recommendations.
Duration of Consultancy
The assignment will last for 30 days.
Consultant’s Profile
The assignment must be performed by one (01) Individual Consultant, with the following profile:
Qualifications and skills
At least a Master’s Degree or, equivalent qualification in development studies, social development, public health or related fields;
A higher degree in legal/Human and Health Rights domains will be an advantage;
Strong writing and communication skills; computer literacy;
Excellent command of either English or Portuguese.
Professional experience
A minimum of 8 years’ experience in social development or Sexual Reproductive Health;
At least 5 years experience in development of guidelines;
At least 3 years experience related to adolescent and young people project evaluation;
Demonstrated knowledge of issues on adolescent and young people – specifically to the health domain in the ECOWAS region;
Demonstrate professional experience in the field of Human Rights and Health.

The West African Health Organisation (WAHO) invites qualified individual consultants to express their interest in providing the afore-mentioned services.
Interested individual consultants must provide information indicating that they are qualified to perform the services described above. Their expression of interest will include:
a letter of expression of interest stating the subject of the assignment;
A detailed, dated and signed Curriculum Vitae by the consultant, highlighting qualifications and experience in carrying out similar assignments, as well as references for possible checks.
Selection Method
The Consultant will be selected based on the Consultants’ Qualification method (CQS) as laid out in with the ECOWAS Tender Code (effective from 1st January 2014).
