 RECRUITMENT OF ONE INDIVIDUAL CONSULTANT  

Recruitment of an individual consultant to conduct an evaluation of the implementation of the SRMNIA Programs in ECOWAS countries

WAHO, as part of the implementation of its work plan, intends to carry out the evaluation of the implementation of the Reproductive, Maternal, Newborn, Child and Adolescent Health (RMNCAH) programmes and strategies in ECOWAS countries with a view to contributing to the reduction of maternal, newborn and child mortality rates which are still very high in the ECOWAS region and the improvement of maternal, newborn, child, adolescent and youth health status in the region. WAHO intends to use part of the planned amount to finance the recruitment of one individual consultant to conduct on her behalf an evaluation of the implementation of the RMNCAH Programme.

 

The evaluation will be carried out by a consultant who will facilitate all processes (virtual workshop to validate the evaluation report, development and validation of the regional strategy to reduce maternal, newborn and child mortality, and high-level advocacy meeting).

The consultant will carry out an in-depth desk review covering all 15 ECOWAS countries and in-depth interviews with key stakeholders of RMNCAH in 6 countries that will be selected based on progress they have made in reducing the maternal mortality ratio (MMR) between 2000 and 2017.

The overall objective of this assignment is to contribute to reducing maternal, newborn and child mortality rates and improving the health status of mothers, newborns, children, adolescents and youth in the ECOWAS region.

More specifically, the consultancy aims to:

  • Conduct a desk review and develop the methodology and assessment tools to be validated by WAHO.
  • Organise the methodology scoping meeting, which will be virtual.
  • Collect and analyse various RMNCAH policies, programmes, strategies and interventions implemented in countries, including development of these documents.
  • Assess and evaluate the manner and level of implementation of these policies, programmes, strategies and interventions in countries.
  • Conduct interviews with various stakeholders on the impediments to the effective implementation of the various RMNCAH policies, programmes, strategies and interventions in countries.
  • Submit a draft report to WAHO for validation.
  • Finalise and submit the evaluation report that takes into account inputs from WAHO and national and regional stakeholders.
  • Develop and submit to WAHO for input, a draft regional strategy for accelerated reduction of maternal, newborn and child mortality rates.
  • Finalise and submit to WAHO, the regional strategy for accelerated reduction of maternal, newborn and child mortality rates.
  • Prepare and facilitate a high-level dissemination and advocacy meeting with Heads of State and Government.

 

 

The assignment will last a maximum of sixty (60) working days from the date the contract is signed.

  • Have at least a Master’s degree or equivalent qualification in development studies, social development, public health or equivalent;
  • An advanced degree in the health sector will be an advantage;
  • Strong programme monitoring and evaluation skills
  • Excellent command of English and French.
  • At least 8 years’ experience in the field of evaluation of public health policies or programmes or strategies and interventions in general, including the development of public health strategy documents;
  • At least 3 years’ experience in programme evaluation related to maternal, newborn and child health;
  • Have undertake, at least, 2 missions (Assignments) to evaluate public health policies or programmes or strategies and interventions, at least one of which should be at global or regional level;
  • Prove professional experience in conducting policy dialogue and advocacy.
  • Knowledge of maternal, newborn and child health issues in the ECOWAS region and the health sector in Africa
  • Knowledge of WAHO activities would be an added advantage;

Interested individual consultants must provide information indicating that they are qualified to perform the services described above: Their expression of interest shall include:

  • a letter of expression of interest stating the subject of the mission;
  • A detailed, sincere, dated and signed Curriculum Vitae highlighting qualifications and experience in carrying out similar assignments, as well as references for checks.
  • Copies of the required degrees and certificates of successful completion of assignments.

The Consultant will be selected based on the Individual  Consultants’ Qualification method (CQS) in accordance with the ECOWAS Tender Code (revised in September 2021).

Main Criteria (90 points)

 Have at least a Master’s degree or equivalent qualification in development studies, social development, public health or equivalent: 20 points;

  • If in addition, applicant has a higher degree in the health sector: 5 points.
  • Strong programme monitoring and evaluation skills 5 points;
  • At least 8 years’ experience in the field of evaluation of public health policies or programmes or strategies and interventions in general including the development of public health strategy documents: 20 points;
  • At least 3 years’ experience in evaluation of maternal, newborn and child health-related programmes: 20 points.
  • At least 2 missions to evaluate public health policies or programmes or strategies and interventions, at least one of which should be at global or regional level: 20 points.

Desirable criteria (10 points)

  • Excellent command of English and French: 5 points.
  • Knowledge of maternal, newborn and child health issues in the ECOWAS region and the health sector in Africa: 5 points.
