1. The Economic Community of West African States (ECOWAS) has received a grant from the World Bank toward the ECOWAS Regional Electricity Access Project (ECOWAS – REAP), and intends to apply part of the proceeds for the Selection of a Power Engineer for Sub-Stations for the Regional Coordination Unit (RCU).
2. The Project Development Objective (PDO) is to increase grid electricity access in ECOWAS region. In its Phase 1, the project will finance the strengthening and extension of the distribution network (MV and LV) in three West African countries, namely Guinea Bissau, Mali and The Gambia and to enable cross-border electrification in those countries.
3. The Consultant services (“the Services”) include the following as shown below and the duration of the contract shall be Three (03) years with a probation period of one (1) year renewable subject to satisfactory performance. The total duration of the contract is expected to exceed the 3-year period depending on the project needs. During the services the Consultant is expected to be available in the ECOWAS’s office in Abuja full time.
4. The overall responsibility of the Substation Engineer will be to ensure project technical preparation and monitoring of the construction work relating to substations. Activities to be performed by the Substation Engineer include but are not limited to the following:
   • Oversee project preparation, particularly in aspects related to design of substations work, equipment’s specifications, protection and control, and other technical aspects under the general management of the RCU Coordinator;
   • Provide engineering support to the PIUs and RCU Coordinators during the preparation of the project, in the project management and during works;
   • Review all technical documents relative of substation infrastructure design, technical specifications, and construction schedule submitted by Contractors and ensure strict control for project technical aspects;
   • Ensure the technical regional coordination of the project in connection with the Power Engineers of the national PIU of beneficiary countries and of the Owners’ Engineer;
   • Ensure project implementation and that bidding documents and contracts include all technical issues and applicable international standards;
   • Attend Factory Acceptance Tests, and inspect the quality, and quantity of substation equipment;
   • Supervise the installation of substation equipment and cabling to conform to approved design;
   • Supervise commissioning conducted on substation equipment and issue reports;
   • Follow up on correspondences between the Owners’ Engineer, Contractors, national PIUs and the other stakeholders;
   • Monitor the implementation of the project schedule to ensure adherence with the project timeline;
   • Review the reporting from Contractors and Owners’ Engineer;
   • Check and certify the invoices of Owners’ Engineer and contractors;
   • Monitor the implementation of the Quality Management Plan set up by contractors and safety arrangements during works (Personal protective equipment, Staff certifications to handle specific electricity related tasks, etc.);
   • Collect all relevant information on the construction, anticipate and identify problems and risks arising and recommend necessary actions to the RCU and project financiers;
   • Assess and advise on all proposed technical variations and report on justification or otherwise of claims;
   • Respond effectively to any other job assigned by the RCU Coordinator;
   • Contribute to elaborate Annual Work Plans, annual budgets, as well as the quarterly, biannual and annual reports of the project;
   • Assist the RCU Coordinator in supervising contractors’ performance in handling technical issues, then provide corrective instructions as needed;
   • Assist the RCU Coordinator in the preparation of World Bank missions of supervision, meetings of the Technical Committees and that of the Steering Committee;
   • Other activities, as instructed by ECOWAS Director of Energy.

   • Be available.
5. The ECOWAS Commission now invites eligible Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services regarding the following criteria at the next paragraph (§6).
6. The Consultant will have to prove a professional experience including but not limited the following qualification requirements:
   1. Qualifications and skills
      • (i) Must hold at least a Master Degree in Electrical Engineering or Electromechanical Engineering;
      • (ii) Good skills in information technology and communication tools;
      • (iii) Ability to work in a multidisciplinary team;
      • (iv) Experienced computer user, including excellent knowledge of Microsoft Office suite;
      • (v) Excellent written presentation and reporting skills.
   2. General experience
      • (vi) Significant exposure to the electricity sector with a minimum of 5years’ professional experience in the power distribution substation design, construction and maintenance
      • (vii) Regional experience in working with multi-disciplinary teams on rural electrification projects is desirable.
   3. Specific experience
      • (viii) Have been involved at least in two (2) large engineering projects on power grid extension/reinforcement or rural electrification projects MV/LV in the last five (5) years.
      • (ix) Experience and understanding of methodology of power system planning and analysis software, as well as rules for the interconnection of electricity networks,
      • (x) Specific experience in substation design and construction, and protection and control setting and coordination,
      • (xi) Have a good knowledge of the issues and problems facing the energy sector in the ECOWAS region.
   4. Language requirement
      • (xii) Candidates must speak and write fluent French and English; and have excellent written presentation and reporting skill; knowledge of Portuguese will be an advantage.
   5. A Candidate will be selected in accordance with the Selection of Individual Consultant set out in the World Bank Procurement Regulations for IPF Borrowers (July 2016, revised in November 2017 and August 2018).
