GENERAL PROCUREMENT NOTICE
Regional Electricity Access and BEST Project – P167569
The Governments of the Republic of Côte d’Ivoire, Republic of Mali, Republic of Niger, Republic of Mauritania, Republic of Senegal and ECOWAS Commission have concluded a financing amount of US$ 465 million with the World Bank toward the cost of the Regional Electricity Access and BATTERY ENERGY STORAGE TECHNOLOGY Project (BEST – P167569), and intend to apply part of the proceeds for payments of goods, works, non-consulting services and consulting services to be procured under this project.
The project will include the following four (4) components:
Component 1: Design, Supply, and Installation (DSI) of electricity distribution infrastructure (equivalent of USD 286 million) : This component specifically supports the detailed design, supply, and installation of distribution networks from the WAPP 225/33 kV substations with the following scope: (a) MV lines of around 6,053 km; (b) MV/LV distribution substations of around 2,933 transformers; (c) LV lines of 9,183 km to expand grid coverage and maximize the number of new connections estimated at 235,000; and (d) last-mile connection equipment, including service drops, prepaid meters, and ready boards for LV customers.
- Main Contracts, in several lots, will be the Procurement for the Design, Supply & Installation of electricity distribution infrastructure in Mauritania, Niger and Senegal.
Component 2: Design, supply, and installation (DSI) of battery energy storage equipment (estimated cost: US$131 million). Component 2 involves the supply and installation of a 205 MWh Battery Energy Storage equipment to provide frequency control to the WAPP power system. It will include all the elements required to connect the system to the 225-kV busbar of the substation. The equipment will be installed in three substations in Côte d’Ivoire (105 MWh), in one substation in Mali (80 MWh) and in one substation in Niger (20 MWh). The equipment will be operated by the national utilities following the WAPP Operation Manual to establish national and regional priorities. To build resilience to climate risks, climate change will be considered for the sizing and design of the equipment and protective infrastructure will be considered such as floodwalls, levees, berms, barriers, and fire protection systems.
- Main Contracts, in several lots, within this component will be the Procurement for the Design, Supply & Installation of BEST equipment in Côte d’Ivoire, Mali and Niger.
Component 3: Supervision of the construction and technical advisory (estimated cost: US$12 million). This component will finance the costs associated with the recruitment of the Owners’ Engineers (OEs) who will be recruited on a competitive basis under the project to supervise the works carried out under Component 1 and Component 2. OEs will also monitor compliance with safeguard instruments (environmental and social) related to construction. The responsibility of OEs will comprise review of design, technical specifications, and bidding documents; supervision of construction; DSIs contract management; and supervision of implementation of the Environmental and Social Management Plan (ESMP-C), Environmental and Social Commitment Plan (ESCP), Resettlement Action Plan (RAP), Labor Management Procedures (LMP) and Stakeholder Engagement Plan (SEP). OEs will assist each Project Implementation Unit (PIU) and the Regional Coordination Unit (RCU) during bid preparation, evaluation, and contract negotiation with the selected/awarded bidders/contractors and will be responsible for overall project supervision and management.
- Main Contracts will be:
- Recruitment of one Owner’s Engineer for support on the Procurement of the DSI of component 1 (Electricity distribution)
- Recruitment of one Owner’s Engineer for support on the Procurement of the DSI of component 2 (Battery Energy Storage equipment)
Component 4: Project coordination and technical assistance (estimated cost: US$36 million, of which IDA US$36 million). In the spirit of strengthening national and regional capacities, this component will finance a combination of technical assistance and project management support to assist recipients in successfully implementing the project and preparing for future energy access phases under the program.
Sub-Component 4.1: Regional implementation support (estimated cost: US$16 million, of which IDA US$16 million). This subcomponent will finance :
- Regional Implementation Support: This subcomponent will finance the strengthening of ECOWAS’ capabilities in successfully implementing the project and preparing for future phases under the Program, through the provision of consulting and non-consulting services, goods, training and the financing of Operating Costs to assist ECOWAS.
- Technical Assistance to ERERA. This subcomponent will also finance the recruitment and training of a team of young professionals to strengthen the ECOWAS Regional Electricity Regulatory Authority (ERERA), the regional Electricity Regulator for a period of four years.
- Main Contracts within this subcomponent will be:
- Bidding document preparation,
- Acquisition of technical instruments (computers and office equipment),
- Recruitment of a Gender Violence Based Consultant,
- Recruitment of a Procurement Assistant,
- Recruitment of an independent external auditor,
- Recruitment of a Consultant for Electricity Equipment Harmonization,
- Recruitment and training of a team of young professionals for ERERA;
- Site supervision,
- Audit of the project accounts.
Sub-Component 4.2: National implementation support (estimated cost: US$20 million). This subcomponent will finance recruitment of staff at the national level to strengthen the implementation teams and ensure close oversight throughout the project, including for fiduciary, and social and environmental risk and impact management and supervision in accordance with the Environmental and Social Framework in application of the World Bank’s safeguard policies.
- Main Contracts within this subcomponent will be:
- Recruitment of staff at the national level to strengthen the implementation team including Financial Management, Accountant,
- Recruitment of Safeguards Consultants (Environmental & Social), SEAH Consultants, Security Risk Consultant, Health and Safety Consultant.
- Recruitment of an independent external auditor.
Procurement activities for the proposed project will be carried out in accordance with the World Bank’s “Procurement Regulations for IPF Borrowers dated July 2016, revised in November 2017, August 2018 November 2020” and the “Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants”, dated October 15, 2006 and revised in January 2011 and as of July 1, 2016. Procurement of contracts is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.
