1. The West African Health Organization (WAHO) has made provision in its Budget, Fiscal Year 2021, for the provision
of surveillance, protection and guarding services for its headquarters and annexes in Bobo Dioulasso.
2. By this notice, the WAHO Director General is issuing an invitation to tender for the provision of surveillance, protection and guarding services for the WAHO headquarters site and its annexes in Bobo Dioulasso.
3. Participation in this invitation to tender is open to all eligible candidates who meet the conditions defined in the present
national tender documents and who are not affected by the provisions of Articles 10 and 11 of the ECOWAS Procurement Code.
4. Alternative bids are not acceptable under this invitation to tender
5. Applicants must provide a bank guarantee of 500,000 FCFA with their bid.
6. The qualification requirements are:
ï‚· Have an average annual turnover for the last three years (2018, 2019, 2020) corresponding to at least:
10,000,000 FCFA
ï‚· To have experience as a guarding and security service provider corresponding to at least two (02)
contracts of the same nature and complexity during the last three years (2018, 2019 and 2020).
ï‚· A margin of preference for national companies will not apply.
7. The execution period is one (01) year renewable on the basis of a satisfactory performance evaluation.

9. Any eligible candidate interested in this notice may download the RFP and submit their bid no later than June 29, 2021

10. The deadline for submission of bids is July 28, 2021 at 12:00 noon via the platform https://data.wahooas.org/tenders/tenders/list.
11. Tenders must be written in one of the ECOWAS languages. Bids not received by the above-mentioned date and time
will be rejected and returned unopened, at the expense of the bidders concerned.
12. Bidders should check the Inbox and SPAM files for the automatic acknowledgement of receipt implemented by the bid
submission platform in place at WAHO and ask any questions for clarification or assistance through the address defined
in point 5 above.
13. Bids will be opened online on July 29, 2021 at 10:30 a.m. GMT in the presence of representatives of the bidders who
wish to attend, at the Zoom address that will be provided upon request at lamoukou@wahooas.org.
14. Bids submitted by other means will not be opened and will be rejected.
15. Bids shall remain valid for 120 days from the bidding deadline.
16. WAHO reserves the right not to proceed with any part of this tender notice.
