The ECOWAS Commission invites sealed bids from eligible companies for the Supply of One (1) Vehicle for ECOWAS Commission.

2. The Department of General Administration of the ECOWAS Commission thereby requests your bid for the Supply of One (1) Vehicle for ECOWAS Commission as stated above according to the specifications specified in Annex 2.

 

3. In addition to the original of the bid, the number of copies is: 04.

 

4. All Bids must be submitted with a forwarding Letter duly signed by an authorized Authority of the company.

Evaluation and Qualification Criteria

 

5. Experience and Technical Capacity

 

The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):

–    Have executed as main supplier at least one (01) similar contracts    during the last three years (2015, 2016 and 2017) in the value equal to at least the amount of its bid. For that purpose, the bidder has to provide the certificate of job execution by the client.

–   The bidder shall have verifiable physical office address (Not P.O.Box)

–    Also a bidder that does not manufacture or produce the vehicle shall submit the Authorization to demonstrate that it has been duly authorized by the manufacturer/Authorized Distributor or producer of the vehicle.

6. Bids should be delivered in sealed envelopes and deposited in the ECOWAS Tenders Box located in the office of the Director, General Administration, Procurement Division, 1st Floor ECOWAS Commission, 101 Yakubu Gowon Crescent, Asokoro District, PMB 401, Abuja, Nigeria.

 

7. Bids should clearly marked ‘LOCAL OPEN TENDER FOR THE SUPPLY OF ONE (1) VEHICLE FOR THE OFFICE OF THE ECOWAS REGIONAL COMPETITIVE AUTHORITY (ERCA) IN THE GAMBIA, Do Not Open, Except in Presence of the Procurement Committee’’ on or before 11.00 am on Thursday, April 25, 2019.

 

8. Bids will be opened in the presence of bidders’ representatives who choose to attend, Thursday, April 25, 2019 at 11.30 am at ECOWAS Commission, 101, Yakubu Gowon Crescent, Asokoro, Abuja, Nigeria.
9. The vehicle shall be delivered within a maximum of 21 days from the date of signing of the contract, with a supplier’s invoice showing their description, quantity, unit price and total amount.

 

10. The supplier shall warrant that the vehicle supplied under this contract are new unused, and in perfect warranty condition.

 

11. The ECOWAS Commission may terminate the contract, if the supplier fails to deliver any or the vehicle within the period specified, or within any extension granted in writing by ECOWAS.

 

12. The currency of payment on this contract is the US Dollar or equivalent in the local Currency. The contractor’s request for payment shall be made in writing, accompanied by an invoice. All payments shall be made promptly and in any case not later than 21 days after delivery and acceptance of the vehicle.

Payment shall be as follows:

(i)      Advance Payment: Thirty (30) percent of the Contract Price shall be paid against a simple receipt and a bank guarantee for the equivalent amount and in any other form acceptable to the Commission.

(ii)     On Delivery: Seventy (70) percent of the Contract Price shall be paid on receipt of the Goods and upon the acceptance certificate for the respective delivery issued by the Commission.

13. The validity period for the quotation shall be 90 days from the deadline for submission.
14. 14.   Bids should clearly indicate Unit & Total Price, specifications, delivery and validity period, Warranty period (3 years), After Sales Services of at least 6 months. See Annex I.

NB: ECOWAS is a Diplomatic International Organisation exempted from duties and taxes on all goods imported on its behalf.

 

15. The successful bidder shall be notified in writing and issued with a Purchase Order and shall have an effective contract with ECOWAS Commission on receipt of the duly signed and dated contract/Purchase Order by ECOWAS.
