The Economic Community of West African States (ECOWAS) has received a grant from the World Bank toward the implementation of West Africa Unique Identification for Regional Integration and Inclusion (WURI), and intends to apply part of the proceeds for the Engagement of English-French Translation Services for the West Africa Unique Identification for Regional Integration and Inclusion (WURI) Project.
The consulting services (“the Services”) include the followings as shown below. The engagement commences from contract effective date all through the project duration, and payments shall be made per order delivered based on word count. The Translator is required to ensure the following:
- Translation of various documents from English to French language and vice versa.
- Translated documents are to be delivered within no more than 3-5 days. The delivery term could be extended for larger documents.
- Adherence to the appropriate terminologies, style, and nuances of the original texts.
- Demonstration of excellent command of the languages, use the correct terms and names consistently throughout the translated texts, quality check and proofreading and editing of all texts, including figures, boxes, captions, sources and covers thereby ensuring no typographical errors in the final materials.
- Attention to details and checks for errors such as grammar, syntax, spelling, punctuation, formatting thereby ensuring consistency with the original text. The quality should be such that no further review nor revisions will be required.
The documents to be translated may include but not limited to meetings’ working documents such as concept notes and agendas, meeting reports, attendance records, technical studies, and assessments. Other documents include publications, press releases, website content, factsheets, brochures, pamphlets, legal instruments, terms of references, general project documents.
The ECOWAS Commission now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follow:
Qualification and Skills
- The Translator must have at least a Master’s Degree in Linguistics or related field;
Experience
- Demonstrate at least three (3) years progressive professional experience with a proven record of providing translation services in the indicated languages with governments and/or international organisations.
- Possession of sound understanding of the technical terms and terminologies of digital identification systems and e-service delivery will be considered an asset.
- Demonstrate the ability and willingness to work under pressure within set timelines and as part of a team in a muti-cultural and diverse environment.
- Possession of good knowledge of the ECOWAS structure and vocabulary will be an asset.
Language
Candidates must speak and write fluent French and English; and have excellent written, presentation and reporting skill.
The attention of interested Consultants is drawn to paragraph 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Project Financing – Goods, Works, Non-Consulting and Consulting Services, July 2016 revised November 2017 setting forth the World Bank’s policy on conflict of interest in Consulting Services.
A Consultant will be selected in accordance with the Selection of Individual Consultant set out in the Consultant Guidelines.
