NOTICE FOR EXPRESSION OF INTEREST

PROJECT ABIDJAN-LAGOS CORRIDOR HIGHWAY DEVELOPMENT PROGRAMME
Background The ECOWAS Commission has received Grants from the African Development Fund (ADF) and the European Development Fund (through the African Investment Facility –AfIF) to implement the Abidjan-Lagos Corridor Highway Development Project. The project includes Feasibility and detailed engineering design studies for the approximately 1080km multinational highway from Abidjan in Cote d’Ivoire through Accra (Ghana), Lome (Togo), Cotonou (Benin) to end in Lagos, Nigeria.

The ECOWAS Commission in February, 2019 awarded three (3) Contracts to successful consultants to undertake the Studies in three Lots. Lot 2 (Takoradi-Apimanim Junction to Noepe border between Ghana and Togo) was awarded to a Consortium made up of PEARL CONSULTANTS CIVIL & STRUCTURAL ENGINEERS (LEAD) / ETTEH ARO & PARTNERS.

In accordance with the Contract for the Studies, the Commission included a mentorship and training module for Young Professionals in the areas of coverage of the Studies. This objective is to support measures by the Commission to bring the ECOWAS Regional Integration Agenda to the door-steps of the ECOWAS Citizen and to help curb the spate of unemployment among young university graduates in Corridor Member States and in the Region as a whole.

The Young Professionals will be attached to the Consultant for the duration of the Studies (approx. 20 months).

The Professional will be based in Accra, Ghana where the Consultants for Lot 2 of the Study will be located. In accordance with the Terms of Reference for the Study, the Consultant will be responsible for the upkeep of the Young Professionals (allowance, training, working equipment, accommodation).

The ECOWAS Commission is therefore inviting interested Young Graduates with the profile below to send application letters with copies of their CVs for consideration.

Position Young Professional (Feasibility and Detailed Engineering Design Studies)
Reports to Pearl Consultants
Contract Duration 20 Months
Purpose Provide hands on training for newly graduated technical young professionals on the respective technical disciplines and areas of the feasibility and detailed engineering study for the Abidjan-Lagos Corridor Highway Development Project. The Program aims to ensure skills transfer and employability of these individuals after the project.
Duties and Responsibilities ·      Understudy respective Experts and Key personnel of the Consultant for Lot 2 (Ghana) to ensure skills transfer and employability of these individuals after the project

·      Accompany the Consultant Team to site visits, meetings, workshops, surveys, etc. as may be directed by the Client (ECOWAS Commission) or the Team Leader of the Consultant Team.

·      Undertake any other assignment and related duties as may be assigned from time to time by superiors.

S/he shall exhibit professionalism, diligence and confidentiality in all activities involving the delivery of his or her duties.

Qualifications, Knowledge

and Skills required

·      The Young Professional to be trained shall be a civil engineer, transport economist, planner, environmentalist, sociologist or in other areas of specialization including Geodetic, Bridge Engineer, Architect, Hydrology / Hydraulic, Geotechnical, Pavement / Materials and  Urban Planner.

 

·      Strong interpersonal and communication skills;

·      Good computer skills

·      Good organization skills

·      Ability to perform multitasks

Language S/he must be fluent in English.
Status of Individual The candidate must have completed First Degree within the past three (3) years and should not be in full employment.

 

He or She must not be more than 30 years of age
