The Economic Community of West African States (ECOWAS) represented by the ECOWA
Commission intends to recruit a migration statistics consultant in the department of Macroeconomic Policy and Economic Research of the ECOWAS commission.

2. The main objective of the position is the production of regional frameworks for harmonization of statistics, data management for migration statistics and produce relevant regional statistical publications of quality comparable statistics. Duration: 12 Months renewable subject to satisfactorily performance appraisal. The Total duration of the project is 26 Months.

3. Duties and responsibilities of the consultant:
 Develop of regional frameworks for migration statistics
 Production of regional statistical publications
 Collecting, processing, publishing and disseminating statistics, and responding to user requirements;
 Performing data quality and consistency control on statistics and contributing to development of statistics in the region;
 Advising ECOWAS Member States on data quality issues;
 Contribute to regional databases creation, facilitating access to relevant databases and updating migration statistics databases
 Performing data analysis and reporting, using sound statistical tools;
 Ensure the implementation of the ECOWAS regional guidelines on data collection and management by Member States;
 Ensure that Migration Profiles in the region are compiled regularly following a harmonized regional approach;
 Ensure that National Census include a section on Migration Data and that questions are harmonized throughout the region in order to facilitate a consolidation of data at the regional level;
 Collect and process data received at the national level and compile a periodic regional report on migration trends;
 Prepare quarterly and annual reports on Migration Data;
 Provide data training for Member States when the need occur;
 Implement and prepare reports of Statistics Sweden -ECOWAS migration statistics project;
 any other responsibility that may be assigned to him/her by his supervisors.

4. The qualifications of the Consultant should include, among others
 Bachelor’s degree (or equivalent) in economics, statistics and related field from a university of recognized standing;
 A minimum of 5 years of progressively responsible experience in statistical production, processing and analysis, harmonization of concepts and methods related to migration statistical development issues,
 Knowledge of the development of statistical methodologies, statistical production, processing and the ability to conduct statistical analysis and apply their results to sustainable development policies;
 Knowledge of design and implementation of databases and data compilation and dissemination computer systems and software
 Knowledge of the development of appropriate methods for obtaining relevant data.
 Required skill to ensure the quality of collected data for accuracy, consistency and comparability.
 Should be fluent in English and French. Knowledge of Portuguese will be an advantage.

5. The ECOWAS Commission now invites eligible Consultants (Individual) to indicate their interests in providing these services. The interested Consultants must provide all information supporting their qualification to perform the services (Kindly attach detailed Curriculum Vitae that highlights the following: Curriculum and Certificates; Past Experiences of similar jobs over the past ten (10) years; Computer knowledge; knowledge of the area; language and any other information useful for the accomplishment of this project). Please note that if individual consultants are proposed by firms, only the experience and qualifications of the individuals shall be used in the selection process, their corporate experience shall not be taken into account, and the contract, if given, will be signed with the proposed individual.

6. The selection will be done on the basis of a comparison of curricula vitae and interviews and the selected Consultant will be invited for negotiation prior to the conclusion and signing of the Contract Agreement. (Selection method: Individual Consultant). Please note that the selected consultant will be expected to submit all required reports in English and French.
