REQUEST FOR EXPRESSION OF INTEREST

Selection of an Individual Consultant to Serve as a Procurement Officer, for the ECOWAS Regional Stabilization and Development Project

Reference No.1-ECW/ADM-PROC-OVP/07-06/kik

The Economic Community of West African States (ECOWAS), in the framework of the execution of its 2021 Budget, intends to apply a portion of the budgeted funds for the Selection of an Individual Consultant to Serve as a Procurement Officer, for the ECOWAS Regional Stabilization and Development Project.

2. Under the supervision of the Head of the Project Implementation Unit (PIU) and the Head of ECOWAS Procurement Division, the consultant will have the responsibility of managing the daily procurement activities of the project, from the request to the delivery of goods and services and provide any other support to the PIU as required, in the implementation of the project’s work programme.

3. The consulting services (“the Services”) include the deliverables listed under item 4 below and the duration of the contract shall be for a period of one (1) year from the date of the signing of the contract and could be renewed upon satisfactory appraisal.
4. Duties and responsibilities of the consultants: The tasks of the Consultant include the following:
• Prepare and oversee the implementation of annual procurement plans based on the workplan and
budget of the project;
• Support the PIU and relevant Departments in the finalization of the terms of reference or specifications
for procurement activities and make recommendations to ensure compliance with rules and procedures
of ECOWAS and relevant donors;
• In liaison with the Procurement Division of the ECOWAS Commission, prepare bidding documents
including draft contracts and other procurement documents;
• In liaison with the Procurement Division of the ECOWAS Commission, prepare all the notices for
publication (Invitation for Bids, Prequalification notices) as agreed upon;
• In liaison with the Procurement Division of the ECOWAS Commission, facilitate timely procurement,
and/or resolution of any challenges in relation to procurement activities;
• Maintain awareness of market conditions, including source lists, price availability and
competitiveness, and ensure that costs are fair and reasonable prior to approving any purchase;
• Keep track of the status of each procurement activity – from request to delivery ensuring that priorities
are met in a timely manner;
• Support procurement evaluation committees in the evaluation of bids and ensure compliance with
rules and procedures, in line with ECOWAS procurement code as well as the PIU manual of
procedure;
• Prepare all evaluation reports in line with the decision of the evaluation Committees;
• Provide quarterly reports for the PIU on the implementation of the approved procurement plan;
• In liaison with the Finance Division of the ECOWAS Commission, facilitate timely funding, and/or
resolution of any financial challenges in relation to procurement activities;
• Maintain a central register/database of all project-related contracts to accurately record the status of
contracts with suppliers, and track service level agreements with vendors, Contractors and
Consultants;• Maintain a proper archiving of all Procurement related documents (Procurement Plan, Tender
Dossiers, Publications, evaluation reports, contracts);
• The Procurement Officer shall work within the procurement guideline and processes of the ECOWAS
Commission and under the supervision of the Head of Procurement Division;
• Undertake any other activity assigned by Superiors in the PIU as well as the Head of Procurement
Division.
5. The ECOWAS Commission now invites eligible Individual Consultants (“Consultants”) to indicate their
interest in providing the Services. Interested Consultants should provide information demonstrating that they have
the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follow:
Educational Qualification
▪ Shall justify at least a Master’s degree or equivalent in Procurement, Supply Chain Management, Law,
Economics, Business Administration, Commerce, or a closely related field from a recognized
university;
▪ Specialized training(s) in procurement or supply chain management with Organizations such as World
Bank, European Union, AfDB, GIZ etc will be an advantage. (The consultant shall provide proof of
certificate)
Experience
▪ Shall justify at least seven (7) years of progressively responsible experience in Procurement and /or
Supply chain Management for a Public Institution, International Organization, NGO or Multilateral
Aid Agencies;
▪ Candidate shall justify having executed at least two (2) similar assignments/projects related to
Procurement and /or Supply chain Management with International Organizations or Public Institution
NGO, Multilateral Aid Agencies or Private renowned Entities;
▪ Candidate shall justify having executed similar experience as procurement Officer or similar roles
covering this area of specialization in ECOWAS Region;
▪ Shall justify having strong IT / Computer Skills (Microsoft Office suite) and knowledge of relevant
software related to procurement such as Enterprise Resource Planning System or other procurement
related management systems.
Language
▪ The individual consultants shall be fluent (reading, writing, speaking) in one of the ECOWAS Official
Languages (English, French or Portuguese). Practical knowledge (reading, writing, speaking) of any
other of the ECOWAS Official language (English, Portuguese or French) would be an advantage.
NB: The attention of interested Individual consultantsis particularly drawn to Article 118 of the ECOWAS Revised
Procurement Code (“Infringements by Candidates, Bidders and Awardees”), providing information on corrupt
or fraudulent practices in competing for or executing a contract. In addition, please refer to the following specific
information on conflict of interest related to this assignment as per “Article 119 of the ECOWAS Revised Procurement Code.

6. The Consultants will be selected in accordance with the Selection of Individual Consultant set out in the Consultant Guidelines. The shortlisted candidates will be interviewed for the position.
