In the framework of the execution of the 2020 Budget, The Economic Community of West African States (ECOWAS) intends to apply a portion of its budgeted counterpart funds for the Selection of an Individual Consultant for a Regional Study on Disability in West Africa and Development of a Regional Action Plan on Disability Inclusion.

2. The purpose of this consultancy is to engage a consultant to conduct a situational analysis on disability inclusion in the ECOWAS region with a view to developing a Regional Action Plan on the subject.

3. The consulting services (“the Services”) include the following as shown below and as contained in the Terms of Reference (TOR). The duration of the contract shall be for one month (Thirty (30) working days.

Duties and responsibilities of the Consultant will be structured around the following tasks:
Task 1: Conduct a situational analysis on the rights of persons living with disability which will consist of the following:  A review of disability inclusion laws/policies in ECOWAS Member States with a view to identifying gaps and levels of compliance with international standards amongst others. Task 2: Develop Research tools for qualitative/quantitative research on disability inclusion in the ECOWAS region. The consultant shall:  Develop a methodology for the research  Design research tools  Pre-test the research tools

 Utilize the tools for the research Task 3: In collaboration with the umbrella body of Persons living with Disability (WAFOD), consult with key stakeholders on disability in the region including the following:  Ministries of Social Development  Staff of the ECOWAS Commission  National/Regional Associations of Persons living with Disability  Association of Employers  Development partners

Task 4: Develop a results oriented Regional Action Plan on Disability Inclusion for West Africa. The Regional Action Plan shall:  Be based on the theory of change  consist of realistic activities that are achievable

 comprise SMART indicators for monitoring progress towards set objectives  include an indicative budget for all planned activities

Task 5: Lead discussions and facilitate the Regional Consultative Meeting on Disability. This task will involve the following:  In collaboration with Social Affairs Division, prepare agenda for the meeting  Presentation of the Study report/Regional Plan of Action on Disability  Update Study Report based on comments/inputs of stakeholders at the Consultative meeting  Prepare and submit a report of the consultative meeting with clear recommendations on the way forward. 4. The ECOWAS Commission now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are as follow: The study will be carried out by one (1) consultant with the following Qualifications/Competencies  Advanced University degree, preferably in Law, Development Studies, Social Sciences or Humanities  Experience: at least 10 years cognate experience in disability inclusion and social development  Familiarity with International and continental legal and policy frameworks on disability inclusion  Sound Knowledge of development issues in West Africa;  Fluency in at least one of the official languages of ECOWAS. Working knowledge of another will be an advantage  Excellent Research and Writing skills  Ability to design strategic frameworks/Action Plans

NB: The attention of interested Individual consultants is particularly drawn to Article 118 of the ECOWAS Revised Procurement Code (“Infringements by Candidates, Bidders and Awardees”), providing information on corrupt or fraudulent practices in competing for or executing a contract. In addition, please refer to the following specific information on conflict of interest related to this assignment as per “Article 119 of the ECOWAS Revised Procurement Code. 5. The Consultants will be selected in accordance with the Selection of Individual Consultant set out in the Consultant Guidelines.
