Selection of an Individual Consultant for Electricity Equipment Harmonization Studies

1. The Economic Community of West African States (ECOWAS) has received a grant from the World Bank toward the ECOWAS Regional Electricity Access Project (ECOWAS – REAP), and intends to apply part of the proceeds for the Selection of an Individual Consultant for the Harmonization of Technical Standards and Equipment for Electricity Distribution Infrastructure (3 Phase and MALT system).

 

2. The Project Development Objective (PDO) is to increase grid electricity access in ECOWAS region. In its Phase 1, the project will finance the strengthening and extension of the distribution network (MT and BT) in three West African countries, namely Guinea Bissau, Mali and The Gambia and to enable cross-border electrification in those countries.

 

3. The consulting services (“the Services”) include the following as shown below and the duration of the contract shall be Four (04) months. During the assignment, the consultant is expected to be available in the ECOWAS’s office in Abuja and in the three West African countries, namely The Gambia, Guinea Bissau, and Mali.
4. This assignment has the global objective to identify and harmonize the National Electricity Companies (NEC) equipment’s used for construction of electricity distribution infrastructures. This will allow the utilization of the same equipment and standards in the overall project in the three countries in order to realize economy of scale and reduce the cost per new customer connection and per unit load for future project. Two techniques will be considered for the harmonization: the three phase distribution system and the MALT system.
5. In order to harmonize the equipment and standards for distribution networks to be used for the project and that will reduce the cost per new customer connection and per unit load for future projects, the Consultant will be required to:
   • Make an assessment of the equipment and standards used for Electricity infrastructures network in The Gambia, Mali, and Guinea Bissau;
   • Conduct an benchmark analysis with best practices in international experience, both in developing and emerging countries, with particular focus on identifying least cost technologies that allow to meet acceptable levels on quality of electricity supply to end users;
   • Identify, based on this assessment, optimum options for design and construction of all components of distribution infrastructure (operating voltage 33 KV and below) to achieve acceptable levels of quality of service in electricity supply to end users in urban, peri-urban and rural areas, both for the national grid and mini grids;
   • Identify the most adequate options for equipment and standards for distribution infrastructure in urban, peri-urban and rural areas covering (MV, LV, meters, transformers, protective devices, poles, insulators, house wiring, street light, etc.) to be used for the project. Two techniques will be considered for the harmonization: the three phase distribution systems and the MALT system.
6. The ECOWAS Commission now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services regarding the following criteria at the next paragraph (§7).
7. The Consultant must have experience in Distribution and Transmission Standards development and distribution equipment management. For the purpose of evaluation, the CV shall clearly indicate the experiences of the Consultant including types of activities performed and respective client references. It is expected for the Consultant the following profile:

• Must hold a Master degree in electrical/power engineer or electromechanical engineer;
• Must have a professional experience of minimum 15 years in planning, designing, managing or supervising works related to grid extension and MV and LV electricity distribution systems in Rural, Peri-urban and Urban areas, including the application of low cost technologies such as MALT system;
• Must have a specific experience at least one (1) project related to preparation of technical standards for electricity distribution;
• Fluent in English or French with excellent written and spoken skills. Working knowledge of the other language will be an advantage.

The consultant may also request the assistance of specialists if necessary, but the assignment is the sole responsibility of the consultant and these specialists will not be evaluated.

 

 

A Consultant will be selected in accordance with the Selection of Individual Consultant set out in the World Bank Procurement Regulations for IPF Borrowers (July 2016, revised in November 2017 and August 2018).
