JOB PROFILE
Context:
As part of the new project “Building-up a regional Metrology in ECOWAS” (05/2019 – 04/2022), financed by the German Federal Ministry for Economic Cooperation and Development and implemented by the German National Metrology Institute (PTB), an ECOWAS regional officer in charge of metrology will be provided for.
Responsibilities:
The officer in charge of metrology is responsible for the coordination of regional metrology activities and the Community organs for Metrology/ECOMET, including the following activities:
Support to ECOMET
- Preparation of meetings of the ECOMET and its working groups/technical committees;
- Drafting of various documents and minutes / reports of ECOMET and its working groups/technical committees;
- Organizing the conservation of ECOMET archives and documents;
- Preparing the deliberations of the ECOMET and monitoring the implementation of its decisions.
Project Formulation and Management
- Prepare the formulation of projects for the development of metrology activities to be submitted to technical and financial partners;
- Supervise / coordinate the implementation, technical and budgetary development of industrial, legal and scientific metrology projects;
- Establish periodic progress reports on metrology activities implemented with ECOMET;
- Ensuring the ownership by the ECOWAS Commission pertaining to activities in the field of regional metrology.
Support for the National Metrology Organisations (NMO) and the regional Calibration Laboratories
- Monitor and review technical reports of experts to support the development of NMOs and calibration laboratories in the region, including the accreditation of laboratories;
- Support the development of capacity building programs in the field of metrology;
- Coordinate the organization of proficiency testing programs of testing laboratories and networking of testing laboratories;
- Liaison with database experts for technical data collection to maintain an updated database on the region metrology bodies;
- Follow metrology activities developed by the States;
- Support the establishment of NMI and calibration laboratories in the region in accordance with the ECOWAS Quality policy;
- Coordinate the publication of scientific and promotional materials related to metrology;
- Coordinate all relevant measures for the promotion of metrology;
- Participate in regional and international meetings related to metrology;
- Ensure regular communication and exchange with the other pillars of the ECOWAS regional quality infrastructure. Liaise with the different responsible bodies and structures and facilitate the flow of information between them and the ECOWAS Commission.
Professional Qualifications and Skills
- Second level university degree or equivalent in engineering and management sciences, or a related field, specializing in metrology and / or quality management is desired;
- Practical experience of at least five years in the areas of legal, industrial or scientific metrology;
- Practical experience of at least five years in the implementation of quality management systems according to any or all of the following standards (ISO 9001, 17020, 17025, 17043, etc.);
- Excellent organizational and writing skills;
- An ability to work with little or no supervision;
- An ability to work under pressure and to take initiatives;
- An ability to work in a multicultural environment;
- A good command of IT tools: Word, Excel, Outlook & PowerPoint, etc.
The desired advantages:
- A project management expertise is an asset;
- Experience in multicultural project team in the region and abroad is a plus;
- Experience in the design and project management in the field of metrology is a plus;
- Experience in African countries, particularly in West Africa, is an important advantage.
Workstation:
The Metrology Officer will be based at the ECOWAS Commission in Abuja. However, he / she will be required to travel frequently.
Professional relationships:
The officer responsible for metrology report directly to the Director Industry (in charge of Quality) and to PTB following the contractually agreed-upon conditions. He / she works closely with the other pillars of the ECOWAS regional quality infrastructure and Member States of ECOWAS. He / she reports monthly and after relevant meetings.
Languages:
Good knowledge (written and spoken) of English and either French or Portuguese.

Nationality:
National of a Member States of the Economic Community of West African States (ECOWAS).
The officer will receive a consultancy contract with PTB. The first contract will be awarded for a period of 03 months. A longer-term engagement is intended.
