The Economic Community of West African States (ECOWAS) has received a grant from the World Bank toward the ECOWAS Regional Electricity Access Project (ECOWAS – REAP), and intends to apply part of the proceeds for the selection of an individual consultant to conduct a study on Harmonization of Technical Standards and Equipment for Electricity Distribution Infrastructure (3 Phase and MALT System).
The consulting services (“the Services”) include the followings as shown below and the duration of the contract shall be for an initial period of four (4) months. The consultant is expected to be available full time to provide the services in the ECOWAS’s office in Abuja, in the three (3) states and in his office. In order to carry out the assignment successfully, the consultant will be required to.
a. Make an assessment of the equipment’s and standards used for Electricity infrastructures network in Gambia, Mali, and Guinea Bissau;
b. Conduct a benchmark analysis with best practices in international experience, both in developing and emerging countries, with particular focus on identifying least cost technologies that allow to meet acceptable levels on quality of electricity supply to end users;
c. Identify, based on this assessment, optimum options for design and construction of all components of distribution infrastructure (operating voltage 33 KV and below) to achieve acceptable levels of quality of service in electricity supply to end users in urban, peri-urban and rural areas, both for the national grid and mini grids;
d. Identify the most adequate options for equipment and standards for distribution infrastructure in urban, peri-urban and rural areas covering (MV, LV, meters, transformers, protective devices, poles, insulators, house wiring, street light, etc.) to be used for the project. Two techniques will be considered for the harmonization: the three phase distribution systems and the MALT system.
The ECOWAS Commission now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follow:
Educational Qualification
Must hold a master’s degree in electrical/power engineer or electromechanical engineer or related field;
A higher degree (PhD) will be a plus
Experience
Must have a professional experience of minimum 15 years in planning, designing, managing and supervising works related to grid extension and MV and LV electricity distribution systems in Rural, Peri-urban and Urban areas, including the application of low-cost technologies such as MALT system;
Must have experience in Distribution and Transmission Standards development and distribution equipment’s management;
Must have specific experience in at least one (1) project related to preparation of technical standards for electricity distribution;
Language
Candidates must speak and write fluent French and English; and have excellent written, presentation and reporting skill; Knowledge of Portuguese will be a plus.
The attention of interested Consultants is drawn to paragraph 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Project Financing – Goods, Works, Non-Consulting and Consulting Services, July 2016, setting forth the World Bank’s policy on conflict of interest in Consulting Services.
A Consultant will be selected in accordance with the Selection of Individual Consultant set out in the Consultant Guidelines.
