The Economic Community of West African States (ECOWAS) has received a grant from the World Bank toward the ECOWAS Regional Electricity Access Project (ECOWAS – REAP), and intends to apply part of the proceeds for the Selection of Individual Consultant as Coordinator of the Regional Coordination Unit (RCU).

The consulting services (“the Services”) include the followings as shown below and the duration of the contract shall be for an initial period of 3 years with a probation period of 1 year renewable subject to satisfactory performance. The total duration of the contract is expected to exceed the 3 year period depending on the project needs. The consultant is expected to be available in the ECOWAS’s office in Abuja full time. Activities to be performed by the RCU Coordinator include but are not limited to the following

a. Provide overall technical and management aspects for the project preparation and implementation under the general management of the ECOWAS Director of Energy and Mines;
b. Be responsible for the administrative management, negotiation of contracts, control of the project budget, and the technical coordination of the project;
c. Oversee all the repertories activities of the project and supervision of construction works in coordination with the Owner Engineer and the Project Implementation Units in the Beneficiary States;
d. Ensure compliance with the applicable rules of the World Bank , in particular with regard to procurement, financial management, environmental and social management; Elaborate Annual Work Plans, annual budgets, as well as the biannual and annual reports of the project;
e. Assist the Director of Energy and Mines in the preparation of World Bank missions of supervision and meetings of the Steering Committee;
f. Assist the Director of Energy in controlling the strict respect for project management issues according to the Project Implementation Manual (PIM) and World Bank management procedures;
g. Insure the regional coordination of the project in connection with the Country Coordinators;
h. Under the delegation of the Director of Energy and Mines, ECOWAS Commission , play the interface role between the Bank and ECOWAS on one hand, the Bank and Country coordinators on the other hand an report any information to the Director of Energy and Mines;
i. Assisting the recruitment of all consultants, including drafting TOR, estimating budget, providing assistance in shortlisting and evaluation firms/individual consultant’s proposals/qualifications, negotiating and preparing contracts;
j. Ensuring that bidding documents and contracts include necessary all provisions;
k. Supervise contractors’ performance in handling technical and financial issues; provide corrective instructions as needed;
l. Other activities, as instructed by ECOWAS Director of Energy and Mines.

The ECOWAS Commission now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follow:
Qualification and Skills
 Must hold a master’s Degree in Power Engineering, Electrical Engineering, Electromechanical Engineering or related field;
 The position requires proven communication skills, mediation and dispute resolution between stakeholders, contractors, donors and equipment suppliers in different Cultural environments, preferably with experience of low-income countries (fragile States);
 Candidates will have a solid experience and knowledge of the electricity distribution sector, the procurement standards, and the ability to effectively interpret and execute Terms of the contracts of the different suppliers and companies
Experience
 Have at least 10 years of experience in the fields of electricity distribution as well as project management; Prior regional project management experience will be a plus
 Have been involved at least in three (3) grid extension or electrification projects HTA/BTA/BT in the last ten (10) years, with one of which in position of project manager or equivalent;
 Experience and understanding methodology of power system planning and analysis software as well rules for the interconnection of electricity networks;
 Have at least one previous experience with World Bank funding project in the energy sector;
 Have a good knowledge of the issues and problems facing the energy sector in the ECOWAS region
Language
Candidates must speak and write fluent French and English; and have excellent written, presentation and reporting skill; Knowledge of Portuguese will be a plus.

The attention of interested Consultants is drawn to paragraph 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Project Financing – Goods, Works, Non-Consulting and Consulting Services, July 2016, setting forth the World Bank’s policy on conflict of interest in Consulting Services.

A Consultant will be selected in accordance with the Selection of Individual Consultant set out in the Consultant Guidelines.
