The Economic Community of West African States (ECOWAS) has received a grant from the World Bank toward the ECOWAS Regional Electricity Access Project (ECOWAS – REAP), and intends to apply part of the proceeds for the selection of a Lead Monitoring-Evaluation Consultant (Individual Consultant) for the RCU.

The consulting services (“the Services”) include the followings as shown below and the duration of the contract shall be for an initial period of 3 years with a probation period of 1 year renewable subject to satisfactory performance. The total duration of the contract is expected to exceed the 3 year period depending on the project needs. The consultant is expected to be available in the ECOWAS’s office in Abuja full time. In order to carry out the assignment successfully, the consultant will be required to:

a. Prepare the monitoring-evaluation plan of the project in collaboration with other experts of the Regional Coordination Unit and the National Implementation Units of the project;
b. Ensure the implementation of the monitoring-evaluation plan and its periodic updating;
c. Design, organize, and put in place a data collection, analysis and reporting system, including communication of the results;
d. Prepare an M&E report template as well as a template for the analysis of the socioeconomic impacts of the project ;
e. Participate in the monitoring of the project components through field visits, review of project reports and other data ;
f. Develop indicators of outcomes achieved through the implementation of the various activities of the project ;
g. On a monthly basis, generate a scoreboard of the key monitoring indicators (results of activities, effects, impacts, etc.);
h. On an annual basis, generate a comprehensive report on the indicators and their analysis for the purpose of adjusting the activities of the project every year taking into account the performances achieved;
i. Provide comments on the Monitoring-evaluation components of all the technical documents of the project (i.e. work plans, terms of reference, and procurement contracts) and ensure that M&E reporting standards are complied with;
j. Coordinate the technical staff of the project during the preparation of periodic reports, including quarterly and annual performance reports;
k. Respond to inquiries about the sources of the data, the data measurement methods, the data collection frequency and their disaggregation;
l. Provide M&E guidelines to other members of the Regional Coordination Unit and other implementation partners during the entire period of implementation of the project;
m. Act as the M&E focal point of the project for the World Bank and auditors ;
n. Perform other responsibilities as may be assigned by the ECOWAS Director of Energy and Mines;
o. Act as M&E interface with other stakeholders of the project.

The ECOWAS Commission now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follow:
Educational Qualification and skills
 Graduate degree (Master’s or beyond) in monitoring-evaluation, (descriptive) economics, international relations, social sciences or similar qualifications in line with the requirements of the position;
 Familiarity with statistical tools and methods;
 Familiarity with information and communication technology;
 Ability to work within a multidisciplinary team;
 Excellent knowledge of the Microsoft Office suite;
 Excellent skills in reporting and report presentation
Experience
 Minimum of eight (8) years of experience in monitoring-evaluation in various positions, including five (5) in similar regional projects;
 Proven experience in monitoring-evaluation of projects financed by multilateral donors, preferably the World Bank;
 Minimum of two proven experiences in monitoring-evaluation in the energy sector; experience in power distribution would be an added advantage;
 Experience in survey management with electronic data collection tools;
Language
Candidates must speak and write fluent French and English; and have excellent written, presentation and reporting skill; Knowledge of Portuguese will be a plus

The attention of interested Consultants is drawn to paragraph 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Project Financing – Goods, Works, Non-Consulting and Consulting Services, July 2016, setting forth the World Bank’s policy on conflict of interest in Consulting Services.

A Consultant will be selected in accordance with the Selection of Individual Consultant set out in the Consultant Guidelines.
