TITLE              : selection of two (2) individual consultants on the ECOWAS strategy for the harmonization of education in the ECOWAS region           

The Economic Community of West African States (ECOWAS) represented by the ECOWAS Commission intends to carry out a consultancy on the ECOWAS strategy for the harmonization of education in the ECOWAS Region.

  1. With due consideration to the various efforts made by the Education Department of ECOWAS and Member States to harmonize different components and levels of education in the region, objectives of the consultancy are to develop a comprehensive strategy for the harmonization of education systems in the ECOWAS region.
  2. Duties and responsibilities of the consultants:
  1. The consultant shall develop a comprehensive Strategy for the Harmonization of education systems in the ECOWAS region for existing legal, statutory and technical documents.
  2. Consideration should be given to the following components:
  1. Early Childhood Education in terms of policies, guidelines, practices;
  2. Basic Education in terms of administration, enrolment, participation, completion, assessment and transition to further studies or work;
  3. Secondary Education in terms of administration, enrolment, participation, assessment and transition for further studies of work;
  4. Intermediate education (TVET, Teacher training etc) in terms of entry qualification, purpose of the certificate; duration, assessment, value of certificate and conditions for work or further studies thereafter;
  5. University education in terms of requirements for admission, promotion, graduation certification, further studies in the case of Bachelors’ Masters’ and work;
  6. Challenges and prospects for harmonization of education in the region;
  7. Proposal for implementation of the strategy;
  8. Budget for implementation of the strategy; and
  9. Recommendations for sustainability.

 

  1. The qualifications of the Consultants should include, among others
  • The consultants should hold at least a Master’s Degree with good knowledge and experience on the management of education and curriculum development. A PhD in the relevant field will be of added advantage.
  • At least one of the consultants should possess teaching experience of at least 10 years in the tertiary level a regulatory agency or organization.
  • At least one of the two consultants to be recruited should be bilingual (Preferably English and French. Knowledge of Portuguese will be an added advantage).

 

  1. The ECOWAS Commission now invites eligible Consultants (Individual) to indicate their interests in providing these services. The interested Consultants must provide all information supporting their qualification to perform the services (Kindly attach detailed Curriculum Vitae that highlights the following: Curriculum and Certificates; Past Experiences of similar jobs over the past ten (10) years; Computer knowledge; knowledge of the area; language and any other information useful for the accomplishment of this project). Please note that if individual consultants are proposed by firms, only the experience and qualifications of the individuals shall be used in the selection process, their corporate experience shall not be taken into account, and the contract, if given, will be signed with the proposed individual.

 

  1. The selection will be done on the basis of a comparison of curricula vitae and interviews and the selected Consultant will be invited for negotiation prior to the conclusion and signing of the Contract Agreement. (Selection method: Individual Consultant). Please note that the selected consultant will be expected to submit all required reports in English or French or Portuguese.

NB: The attention of interested Consultants is particularly drawn to Article 117 of the ECOWAS Procurement Code (“Infringements by Candidates, Bidders and Awardees”), providing information on corrupt or fraudulent practices in competing for or executing a contract.  In addition, please refer to the following specific information on conflict of interest related to this assignment as per “Article 118 of the ECOWAS Procurement Code.

 

  1. Expression of Interest (1 original and 3 copies) must be delivered in sealed envelopes and clearly marked “SELECTION OF TWO (2) INDIVIDUAL CONSULTANTS ON THE ECOWAS STRATEGY FOR THE HARMONIZATION OF EDUCATION IN THE ECOWAS REGION, to the address below latest by August 15, 2019 at 11.00 am (GMT+1).
