INTRODUCTION:

The West African Health Organisation (WAHO), a specialised institution of ECOWAS, has received grants from the World Bank for the implementation of several projects (REDISSE, SWEDD, SM/NTD and WA-MRH) and intends to use part of this grant to make payments under the following contract: “Recruitment of one (01) Consultant to Develop a Regional Strategic Plan to Enhance Healthcare Waste Management”.

 

Overarching Objective of the Mission

 

Provide WAHO with a regional strategic plan to enhance health care waste management.

Specific Objectives

More specifically, the consultant shall:

  • Take stock of the current situation in terms of healthcare waste management in the ECOWAS region,
  • Determine regional priorities for strengthening healthcare waste management programmes,
  • Develop a draft regional strategic plan: 2019-2023 for the operationalization of sustainable healthcare waste management in West Africa.Mission Commencement Date and Duration: 

The mission will start in September for an estimated duration of four months.

 

Consultant’s Profile

The consultant responsible for developing the regional strategic plan for enhancing health care waste management must have at least the following qualifications:

  • A post-graduate degree in environmental sciences or medicine with a specialisation in public health or at least five years training or equivalent practice in planning, monitoring and evaluation in the fields of health or environment,
  • Knowledge of the health system in the countries of the ECOWAS region,
  • Taken part in at least three (3) similar evaluations in the field of healthcare waste,
  • Have taken part in at least three (3) similar strategic planning processes in the field of health /environment,
  • Excellent capacity for analysis and synthesis and ability to draft evaluation reports,
  • Must have good knowledge of computer for data processing and data analysis,
  • A good command of one of the three ECOWAS languages (English, French and Portuguese), Proficiency in a second language would be an asset.Content of the EOI Interested individual consultants must provide:
  • The West African Health Organisation (WAHO) invites qualified individual consultants to express their interest in providing the aforementioned services.
  • A letter of expression of interest,
  • A detailed, dated and signed Curriculum Vitae highlighting qualifications and experience in carrying out similar assignments, as well as references for possible checks.
  • Signed financial proposal to carry out the mission.

 

Selection Method

The consultant will be selected in accordance with the procedures for the selection of individual consultants as set out in the World Bank’s Guidelines: Selection and Employment of Consultants by the World Bank Borrowers (ed. January 2011, revised in July 2014) available on the World Bank web site http://www.worldbank.org.
